Dear colleagues!
Respected veterans!
My sincere congratulations go out to you and your families on October 25 – Internal Affairs Officers Day, a professional holiday that has become a valued tradition, and on the 35th anniversary of the establishment of the Ministry of Internal Affairs of the Republic of Uzbekistan.
Today, I extend my heartfelt gratitude to all personnel, military servicemen, faculty members and cadets of educational institutions, and veterans who have devoted their lives to the honorable and responsible mission of maintaining peace, public order, and ensuring the safety of our citizens.
We will always cherish the memory of our brave colleagues who gave their lives in the line of duty, devoting all their strength and energy to protecting the peace and security of our people. Honoring and respecting their families is both our duty and our sacred obligation.
Today, one of our key priorities is to establish a professional, people-oriented system that meets the needs of the modern world.
In historical terms, 35 years is a relatively short period, but the positive changes achieved during this period are comparable to those achieved over a century or more.
Over the past decade, at the initiative of our esteemed President, Shavkat Miromonovich Mirziyoyev, the internal affairs bodies have undergone fundamental reforms.
In particular:
- The structure of internal affairs bodies has been optimized to address modern threats. Their functions have been consolidated into independent departments, and a centralized management system has been established.
- The operational activities of internal affairs bodies have been raised to a new level and brought closer to the population. Protecting citizens’ rights and interests has become a central priority in the daily work of personnel.
- The focus has shifted from responding to crime consequences to preventing offenses in advance and creating a “safe environment” in mahallas.
- Mahallas have been categorized according to their crime situation, with specific officials assigned responsibility for areas with high crime rates, strengthening their personal accountability.
- Domestic conflicts and offenses involving women and young people have been studied scientifically. Drawing on international best practices, methods for proactive crime prevention have been developed and introduced.
- Efforts to identify and eliminate the causes and contributing factors of offenses at the local level have been strengthened through cooperation with the mahalla seven, a local coordination group.
- Public security units have adopted a new operational system requiring every officer, regardless of their assigned territory, to respond promptly to citizens’ requests.
- Direct and open dialogue with the public has been established. Citizens can now submit appeals in real time through the “My Inspector” (Mening inspektorim) application, while digital monitoring ensures their requests are addressed timely and effectively.
- Public safety measures during night-time hours have been strengthened, and unit commanders’ responsibility for organizing night shifts has been increased.
Through these measures, we have now ensured the rights and safety of our citizens and visitors.
Due to the ongoing reforms, the internal affairs bodies of New Uzbekistan have undergone extensive development and have become a truly professional system that can compete with the police forces of developed countries and serve as a model when necessary. Having a peaceful, stable, and prosperous life fills our hearts with pride and gratitude.
New Uzbekistan is experiencing tangible results as a result of the reforms and transformations initiated by our esteemed President and guided by the noble principle of placing human dignity above all else.
The Head of State has emphasized: “The efforts aimed at making our people's lives more peaceful and prosperous will continue to be a priority. The issues of properly appreciating the work of internal affairs officers, providing them with modern working conditions, and training qualified personnel will always be in the spotlight.”
These words inspire us and place a great responsibility on all of us. All employees are expected to uphold the rule of law, perform their duties conscientiously, and remain fully aware of their sacred responsibility to the people and the country.
I would like to take this opportunity to once again extend my sincere congratulations to you all on this holiday. I wish you good health, happiness in your family, and success in your work to strengthen the rule of law, maintain public order, and maintain peace in our country.
May our independence last forever, our Motherland be peaceful, and our people safe! May the internal affairs bodies continue to uphold the highest standards of service!
Happy 35th anniversary to the Ministry of Internal Affairs!
Minister of Internal Affairs of the Republic of Uzbekistan
Lieutenant General A. Tashpulatov
