Safety and peace in the mahalla are the foundation of family well-being and residents’ confidence in the future. Ensuring them requires a comprehensive approach that includes the timely identification of offenses and risk factors, effective preventive measures, and prompt response to citizens’ requests.

To this end, the Head of the Department of Protection under the Ministry of Internal Affairs is conducting a practical assessment of operations in Andijan region. Particular attention is being paid to strengthening a safe environment, improving the effectiveness of crime and offense prevention, and enhancing the quality of services provided to the population.

The assessment focuses on preventive work directly at the mahalla level, cooperation among law enforcement agencies, the activities of rapid response groups, and effective communication with the population.

The effectiveness of prevention largely depends on a thorough understanding of the situation in each specific area. As part of the assessment, comprehensive measures aimed at preventing crimes and offenses are being reviewed, along with their practical impact on protecting residents. This approach makes it possible to identify potential risks in a timely manner and organize preventive measures based on the specific characteristics and needs of each mahalla.

Particular attention is being given to the activities of rapid response groups and the coordination of law enforcement personnel when threats or offenses arise. The entire response process is essential: receiving information in a timely manner, promptly communicating it to the responsible personnel, and taking coordinated action at the scene. An efficient response mechanism is one of the key conditions for providing timely assistance to citizens.

The installation of emergency buttons in crowded public areas and the entrances of apartment buildings is also being reviewed. These devices enable citizens to quickly request assistance when a threat arises. At the same time, their effectiveness directly depends on the speed of response to incoming signals and the proper organization of follow-up actions. Therefore, technical capabilities must be complemented by a well-organized response system.

Another important area is the operation of public service offices. The assessment covers efforts to improve their effectiveness, create convenient conditions for citizens, and establish direct communication with the population. Such offices help identify residents’ protection needs, receive their requests, and provide appropriate solutions based on specific circumstances.

Direct communication with residents makes it possible to identify problem areas more accurately, gain a better understanding of the actual situation in mahallas, and adapt preventive and protection measures to the everyday needs of the population.

The practical work being carried out in the Andijan region is aimed at integrating mahalla-level prevention, rapid response, technical protection capabilities, and continuous engagement with the population into a unified system. The main objective is to ensure that citizens feel protected in their places of residence and public spaces and can receive timely assistance and quality services whenever a threat arises.
