Bishkek hosted the VI Council of Heads of Internal Affairs Departments of CIS Member States

The VI Council of Heads of Internal Affairs Departments of CIS Member States’ capitals was held in Bishkek.
The international meeting brought together heads of law enforcement agencies from the capitals of CIS countries to discuss current issues related to public safety, the prevention of youth crime, and the development of interagency cooperation.
The Council was opened by Azamat Toktonaliev, Head of the Main Department of Internal Affairs of Bishkek, Police Colonel. During his welcoming remarks, he stated that it was an honor for the Kyrgyz side to host such an important international forum.
He stressed the importance of the meeting as a forum to strengthen professional cooperation, exchange best practices, and develop joint approaches to prevent minors and young people from becoming involved in criminal activities such as drug trafficking, fraud, and theft. He expressed confidence that the meeting outcomes would further strengthen cooperation between law enforcement agencies.
During the session, participants shared practical experience, presented effective measures aimed at preventing youth crime, discussed current threats and challenges, and put forward proposals to further improve cooperation between CIS law enforcement agencies.
After the meeting, the Protocol of the VI Council of Heads of Internal Affairs Departments of CIS Member States' Capitals was signed. The document summarized the agreements reached and identified priority areas for cooperation in the future.
In addition, by order of the Minister of Internal Affairs of the Kyrgyz Republic, Colonel-General of Police Ulan Niyazbekov, participants of the Council were awarded the departmental medal “For Contribution” and honorary gifts in recognition of their input to the development of international cooperation and strengthening ties between law enforcement agencies of the CIS countries.
The Council was attended by the Director of the Bureau for Coordination of the Fight against Organized Crime and Other Dangerous Crimes in the CIS Member States, Lieutenant General of Police Oleg Konovalov; First Deputy Director of the Bureau, Colonel of Police Askat Aliev; and a representative of the Council of Ministers of Internal Affairs of CIS States under the CIS Executive Committee, Major General of Police Alexander Vasilev, as well as heads of internal affairs departments from the capitals of Azerbaijan, Armenia, Belarus, Kazakhstan, Russia, Tajikistan, Turkmenistan, and Uzbekistan.
Three key issues were discussed at the meeting:
- preventing the involvement of minors and young people in general criminal activity, including drug trafficking, fraud, and theft;
- defending young people against the influence of radical and extremist groups aimed at illegal activity and destabilizing the social and political environment;
using information and communication technology and artificial intelligence to prevent the spread of radical and antisocial ideologies and criminal lifestyles among young people.
