Working Group of the MIA reviews the implementation of the "Capital Model" and public safety measures in Surkhandarya

A working group led by the Minister of Internal Affairs, Lieutenant General Aziz Tashpulatov, conducted an on-site study in the Surkhandarya region to assess ongoing initiatives to strengthen public safety, prevent crime, and introduce the "capital model" of policing practices across the region.
As part of the visit, participants reviewed the construction of a modern Situation Center in the “Dustlik” mahalla of Termez city. The facility, designed in line with the “Safe City” concept, is expected to significantly enhance digitalization and real-time monitoring capabilities. Officials emphasized the need to accelerate construction, ensure compliance with modern standards, and widely integrate advanced information and communication technologies.
In addition, a presentation was made regarding the measures taken to combat cybercrime in the region. An improvement of 21 percent has been observed in this category since the previous month as a result of targeted actions and extensive public awareness campaigns.
A working group visited the "Yangi Uzbekistan" mahalla in Jarkurgan district to examine ongoing construction and improvement projects. A new administrative building for the district Internal Affairs Department has been proposed as a result of population growth. The future facility is expected to meet modern standards, enhance the working conditions of staff, and improve the quality of services provided to citizens.
The delegation also held discussions with the heads of regional internal affairs bodies and prevention inspectors. Key issues included transforming mahallas into crime-free areas, improving the effectiveness of preventive measures, enhancing service performance, and strengthening direct engagement with the population.
Further inspections were conducted on Sayilgoh Street in the Bahoristan mahalla of Denov district to ensure public safety in high-traffic areas. The local authorities and law enforcement representatives presented plans for crime prevention and community safety.
Following the field studies, a videoconference meeting was held in Denov district where the criminal situation remains challenging. This meeting was attended by regional governor Ulugbek Kasimov, leaders of local administrations, law enforcement agencies, and partner organizations.
During the meeting, the first quarter results were critically reviewed, and priority tasks for the upcoming period were outlined. While acknowledging progress in certain areas, participants also addressed existing shortcomings, particularly in Termez city and the Jarkurgan, Shurchi, and Denov districts, where crime rates remain elevated.
An emphasis was placed on addressing the root causes of crime, rather than focusing solely on punitive measures. Officials were tasked with ensuring employment for unorganized youth, preventing violence against women and children, strengthening the work in high-risk ("red") mahallas, and improving the effectiveness of resource deployment.
As part of the event, 20 employees who demonstrated outstanding performance and earned recognition from both the public and their colleagues were awarded in accordance with the Minister’s order, including three who received early promotion in rank. Disciplinary measures were also taken against officials who demonstrated serious deficiencies in their duties.
Following the visit, instructions were given to develop and implement a comprehensive plan to ensure the systematic and effective execution of all tasks.
