Ministry of Internal Affairs of the Republic of Uzbekistan

The conference became the final and main event of the academic decade, consisting of nine major international educational and scientific-practical events aimed at strengthening the rule of law, developing the professional competencies of law enforcement officers, combating modern challenges, and expanding international cooperation.

The conference was organized by the Law Enforcement Academy in a hybrid format in cooperation with GIZ, OSCE, the UN Office on Drugs and Crime (UNODC), ICITAP, IOM, and other international partner organizations.

49 experts from 34 countries visited Tashkent to participate in the conference, and in total, more than 120 foreign and international specialists took part, which ensured the wide participation of international organizations and the expert community.

The conference was attended by representatives of the USA, Great Britain, Germany, France, Spain, the Netherlands, Turkey, Canada, the Republic of Korea, Malaysia, Morocco, Latvia, Kazakhstan, Kyrgyzstan, Tajikistan, Azerbaijan, and a number of other countries, as well as delegations from such authoritative international structures as the UN, OSCE, European Union, International Association of Prosecutors, UNESCO, UNICEF, MASA, IACA, and the International Organization for Migration.

The conference program consists of a plenary session and six parallel sessions dedicated to combating the legalization of proceeds from criminal activity and the financing of terrorism, the development of education and science in the field of law enforcement, combating corruption, legal regulation of artificial intelligence, ensuring cybersecurity, and protecting human rights in the context of global migration.

At the plenary session, the leadership of the Prosecutor General's Office, the Supreme Court, the National Human Rights Center, the Ministry of Internal Affairs, the National Guard, the State Customs Committee, the Anti-Corruption Agency, the Ministry of Higher Education, Science and Innovation, as well as representatives of the Senate of the Oliy Majlis of the Republic of Uzbekistan spoke.

In their reports, they emphasized the role of the potential of science and education in the process of modernizing the law enforcement system, the need to introduce modern technologies, including artificial intelligence, as well as the importance of training highly qualified personnel to counter transnational threats.

Foreign experts made a significant contribution to the discussions. The heads of the law enforcement academies of Kazakhstan and Kyrgyzstan noted the relevance of expanding international cooperation and exchanging experience in the field of personnel training. Representatives of the European Union, the UN, the OSCE, and the International Association of Prosecutors emphasized the need to further strengthen global cooperation in combating transnational crime, corruption, and terrorism, as well as in the field of human rights protection.

The speakers emphasized the achievements of the Academy in a relatively short period of time, noting the results achieved in improving the personnel training system, intensifying research work, and expanding international cooperation. It was emphasized that the dynamic development of the Academy fully corresponds to the strategic tasks aimed at ensuring the rule of law.

Within the framework of the parallel sessions, issues related to the use of artificial intelligence and digital technologies in combating the legalization of criminal proceeds, the development of mechanisms for international information exchange, ensuring sustainable cybersecurity, and improving the practice of working with electronic evidence were discussed in detail. Special attention was also paid to the implementation of international anti-corruption standards and the ethical and legal aspects of the use of artificial intelligence in judicial and legal activities. A separate session was devoted to regional and international efforts to protect the rights of migrants and victims of human trafficking, as well as their rehabilitation and reintegration.

Within the framework of the conference, the Law Enforcement Academy signed memorandums of cooperation with the Main Expert-Criminalistics Center of the Ministry of Internal Affairs, the leading international cybersecurity company Group-IB, and the Youth Parliament under the Legislative Chamber of the Oliy Majlis. A number of bilateral meetings were also held with foreign delegations, during which promising areas of further cooperation were discussed.

The conference served as an important international platform for the development of scientific and practical dialogue in the field of law enforcement, the study of best practices, and the search for innovative solutions.
