Ministry of Internal Affairs of the Republic of Uzbekistan

The visit provided an opportunity for productive dialogue and a meaningful exchange of experience. This contributed to the further strengthening of bilateral cooperation in security.

As part of the program, Minister of Internal Affairs Aziz Tashpulatov held a bilateral meeting with the Minister of Public Security of the People's Republic of China, Wang Xiaohong. The sides discussed practical cooperation in combating transnational and cybercrimes, ensuring public order and security. In addition, they discussed prospects for enhancing bilateral interaction, including the mutual exchange of expertise and specialist training.

During the visit, the delegation gained insight into the activities of the First Research Institute of the Ministry of Public Security of China (MPS). The Chinese side presented scientific and practical developments, advanced digital technologies, as well as database management systems used to protect the public. In addition to innovative software solutions, intelligent video analytics, and tools for search and rapid response, institute specialists introduced innovative software solutions.

A significant aspect of the program included a visit to the MPS's Cybercrime Countermeasures Department. During discussions with department officials, issues regarding cyber-attacks, electronic fraud, personal data protection, and safeguarding the global digital economy were discussed. Moreover, the Chinese side demonstrated advanced cybersecurity solutions, such as advanced cyberthreat early-detection systems, antifraud technologies in electronic payments, and internet monitoring and risk assessment tools. Opportunities for applying these practices to Uzbekistan’s cybersecurity system were explored.

Afterwards, the delegation visited the Beijing Municipal Public Security Bureau's Law Enforcement and Investigation Center, where it was introduced to digital crime-scene modeling, modern forensic techniques, and automated systems for analyzing audio-visual and document evidence using modern forensic techniques.

The visit also included the Public Security University of China, where the Uzbek delegation studied contemporary personnel training models, curricula, and practical training approaches.

At the next stage of the trip, held in Guangdong Province, the delegation was provided with information regarding regional security management systems, public order monitoring mechanisms, traffic safety enhancement measures, and emergency response management.

In Shenzhen, the delegation visited several key high-technology facilities, including:

• The Unmanned Aerial Vehicles Division, where procedures for using drones in rescue operations, crime detection, and crime prevention were demonstrated;
• The Police Aviation Department, which showcased its air-patrol and rapid-monitoring capabilities;
• The Anti-Cyber Fraud Center, where advanced technological solutions for countering digital threats were presented.

Additionally, the delegation attended the closing ceremony of the 15th All-China Sports Games and became familiar with the security arrangements for large-scale sporting events.

Following the visit, the delegation toured Huawei's Songshan Lake Science and Technology Campus. Company specialists presented intelligent monitoring and control platforms, information security systems, digital management solutions for law enforcement, and artificial intelligence applications in public security.

The visit of the delegation from the Ministry of Internal Affairs of Uzbekistan is expected to play an important practical role in further strengthening cooperation between the two countries in security, and in introducing advanced technologies and best practices into Uzbekistan’s law enforcement system.
