The II International Forum organized by the Research Institute of Criminology of the Ministry of Internal Affairs has started in Samarkand

A II International Forum on "Advanced Experiences of World Criminology", organized by the Research Institute of Criminology of the Ministry of Internal Affairs of the Republic of Uzbekistan, has officially begun in Samarkand. Representatives of international organizations, law enforcement officials from a variety of countries, leading criminologists, and prominent scholars from all over the world are expected to attend this event.
Deputy Minister Colonel Ramazon Akhmathojaevich Ashropov officially opened the forum on behalf of the Minister of Internal Affairs.
This major international gathering is being held in accordance with Presidential Resolution No. PR-22 of January 15, 2024, “On measures to organize scientific and practical research in the field of criminology.”
Delegations from Hungary, Qatar, India, China, Belarus, Russia, Kazakhstan, Turkey, Tajikistan, and Kyrgyzstan, as well as representatives of several influential international organizations, are participating in the event, including:
- UNODC – UN Regional Office on Drugs and Crime in Central Asia
- TIKA – Turkish Cooperation and Coordination Agency
- GIZ – German Agency for International Cooperation
Additionally, officials from the Ministry of Internal Affairs of Russia’s representative office in Uzbekistan are attending to discuss cooperation in law enforcement.
As part of the program, the participants will be introduced to the activities of the “Mahalla Seven” model in Samarkand. In addition, they will be informed of to the work of the Ministry’s departments on tourism security and cybercrime prevention.
As a key outcome of the forum, new cooperation agreements will be drafted that are intended to significantly strengthen collaboration between police and criminology institutions in several countries. The following areas are planned for partnership:
- Signing international cooperation protocols
- Conducting joint scientific research on crime trends
- Coordinated assessment of regional threats and transnational crimes
- Expert training, joint research programs, and information exchange
Cooperation with TIKA
A bilateral meeting with TIKA has also been held, during which the following topics have been discussed:
- Attracting grant funding to support the Research Institute of Criminology
- Enhancing institutional infrastructure
- Introducing modern criminological laboratories and analytical technologies
- Financing joint training programs and seminars
Furthermore, memorandums of cooperation are expected to be signed with:
- All-Russian Research Institute of the Ministry of Internal Affairs (Russia)
- Ural State Law University (Russia)
- Faculty of Law Enforcement Agencies of Ludovica University of Public Service (Hungary)
- National Police Academies of Turkey
Additional discussions include internship programs with Qatar and joint crime-investigation initiatives between Qatar and Uzbekistan.
Following the forum, Uzbekistan is anticipated to launch several international joint crime prevention and investigation projects in collaboration with researchers and law enforcement agencies in India, Hungary, China, Belarus, Russia, Kazakhstan, Kyrgyzstan, and Tajikistan.
These initiatives are expected to significantly enhance the scientific and practical impact of criminological research in Uzbekistan. They are also expected to strengthen global collaboration in combatting crime.
The forum serves as a key unified platform for scientific exchange, expert dialogues, and practical cooperation. It marks the beginning of a new stage of international partnership in the global fight against crime.
