Meeting of the Turkic States Police Academies

On May 4 and 5, representatives of the Police Academies Platform of the Turkic States (TÜRKPAP) were in Baku for a series of meetings and conferences aimed at strengthening cooperation in police education and advancing modern approaches to personnel training.
The event began with the General Assembly meeting, attended by the heads of the police educational institutions of Turkey, Hungary, Kazakhstan, Kyrgyzstan, and Azerbaijan. As part of the discussions, participants discussed the current state of cooperation, exchanged views on current global geopolitical developments, and explored opportunities for expanding mutually beneficial relations within the framework of the Organization of Turkic States.
Speakers highlighted the importance of strengthening educational integration among member states, developing common approaches to regional security, and enhancing multilateral cooperation in order to address contemporary challenges. The meeting resulted in the adoption of several important decisions and the signing of a memorandum of understanding.
The congress then continued under the theme “Transformation in Police Education: Innovative Approaches to the Transition from Artificial Intelligence to Virtual Reality.” Participants exchanged views on improving the training of law enforcement personnel, utilizing digital technologies more effectively in education, and implementing advanced international practices.
An important aspect of the event was the official admission of the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan to the TÜRKPAP platform. Following the signing ceremony, Rustam Khatamov, the head of the academy, delivered remarks highlighting the steady development of relations among Turkic states in a spirit of friendship and brotherhood. He noted that modern transformations in international relations are opening up new opportunities for cooperation at a qualitatively high level.
During the conference, representatives from Azerbaijan, Uzbekistan, Hungary, and Turkey presented reports on topics including the use of modern technologies in combating crime, adaptive educational platforms for law enforcement training, and the application of artificial intelligence and virtual technologies in cybercrime investigations. Participants also viewed a presentation showcasing the activities and achievements of the academy.
The conference concluded with proposals aimed at modernizing police education, strengthening the exchange of experience in artificial intelligence and digital technologies. It also focused on training future management personnel, and improving legal mechanisms for international cooperation.
As part of the program, participants also visited the Azerbaijan Police Academy. Here, they familiarized themselves with innovative approaches to personnel training, modern digital solutions, and the conditions created for cadets.
During the visit to Baku, bilateral meetings were also held between partner educational institutions. Head of the Academy of the Ministry of Internal Affairs Rustam Khatamov held talks with Head of the Turkish National Police Academy Murat Balçı, Head of the Azerbaijani Police Academy Janpolad Daanov, and Head of the Faculty of Law Enforcement Activities of the Hungarian University of Public Administration named after Ludovnik Gabor Kovach and exchanged views on issues of expanding mutually beneficial relations. The parties reached significant agreements in areas of interest to them.
