Targeted measures are being taken in Surkhandarya to transform mahallas into Crime-Free Zones

The working group of the Ministry of Internal Affairs of the Republic of Uzbekistan conducted a review of the comprehensive efforts being carried out in the Surkhandarya Region to ensure public safety and prevent crime at an early stage based on the “capital model” and the positive experience of Chilanzar district.
Members of the working group visited the Pre-Trial Detention Center No. 9 of the fourth regional sector of the Department of Penal Corrections in Termez as part of the visit. During the inspection, detainees, including minors, were involved in preventive discussions. Compliance with legal requirements, the quality of food services, as well as adherence to sanitary and hygienic standards were all taken into consideration. Additionally, appropriate instructions were issued to ensure the timely and high-quality completion of ongoing construction and renovation works at the facility.
Working group members then discussed measures aimed at stabilizing the crime situation in the Bogishamol mahalla of Termez, a mahalla classified as having complex criminogenic conditions. The mahalla is home to 17,858 permanent residents and receives a steady flow of visitors and tourists. The activities of Law Enforcement Unit No. 102 under Internal Affairs Department No. 1 were reviewed in order to maintain public order and safety.
A special focus was placed on digitizing the mahalla, installing surveillance cameras, implementing a social prevention system, as well as addressing women's and juvenile crime, unemployment, and individuals who have been absent for extended periods from their homes.
It is estimated that 166 surveillance cameras were installed throughout the mahalla in 2023 and integrated into the "Situation Center" established at the office of the prevention inspector. This has enabled real-time monitoring of vehicles entering and leaving the area, identification of wanted individuals, and supervision of persons under preventive and probationary control. The surveillance cameras recorded two wanted persons, five missing individuals, eight probation violations, five crimes, and 21 lost items last year.
During the visit, the Minister of Internal Affairs assessed the conditions created to improve the crime situation in the mahalla and to enhance early prevention measures. Several instructions were issued regarding the organization of an uninterrupted three-shift service by patrol units, road patrol services, security and prevention divisions, and the Department of Safety.
An emphasis was placed on the 24/7 promenade street in the "Farovon" residential area of Termez, where the volume of citizen traffic continues to increase. A number of specific tasks were assigned to ensure effective public order management and improve officers' working conditions, including building additional "102" service shelters, expanding parking capacity, regulating traffic flow, and strengthening emergency prevention systems.
All regions of the country are conducting comprehensive studies and implementing targeted measures.
