Samarkand region strengthens Public Safety measures based on the "Capital Model"

The Samarkand region is implementing the tasks outlined by the President of the Republic of Uzbekistan during the critical meeting in Tashkent. The introduction of a "capital model" to combat organized crime, drug trafficking, cybercrime, and the shadow economy is being actively implemented throughout the region.
The Head of the Samarkand Regional Department of Internal Affairs conducted an expanded pre-service briefing in which law enforcement leaders, officers, and representatives of partner organizations participated. A focus of the briefing was on ensuring the safety of the public and ensuring a safe living environment in mahallas.
At the session, a special emphasis was placed on the effective organization of round-the-clock patrols by patrol-post units, traffic safety personnel, security services, and prevention inspectors. Public safety and law enforcement presence were enhanced by clearly defining key priorities, operational procedures, and preventive measures.
Additionally, a working group of the Ministry of Internal Affairs conducted on-site inspections to review the situation in mahallas and assess the effectiveness of ongoing prevention measures. Specifically, inspections were conducted in the Rasadkhona mahalla of Samarkand, which has a complex criminogenic environment. The crime environment at bus terminals serving the Samarkand–Tashkent and Samarkand–Bukhara routes was carefully analyzed due to their impact on regional security.
Based on the findings, the Minister of Internal Affairs issued specific instructions to strengthen security at these facilities, install modern technical monitoring and warning systems, establish properly equipped patrol checkpoints, and increase public awareness efforts to encourage vigilance among residents and passengers.
Additionally, the activities of the Samarkand City Security Department were reviewed, including efforts to integrate facilities into centralized monitoring systems and improve technical security measures. Priority tasks were identified to enhance property protection, improve security service performance, and accelerate digitalization in this field.
Further inspections were conducted in the Mustakillik mahalla of Samarkand city, where the activities of the “mahalla seven” were evaluated, particularly their role in crime prevention and maintaining public order. Safety measures at Secondary School No. 37 were also reviewed, and instructions were given to install traffic-calming devices near the school and strengthen on-site security to ensure student safety.
Furthermore, the Central Support Point No. 133, which provides assistance to several mahallas in Pastdargam district that are experiencing challenging criminogenic conditions, was reviewed.
The responsible officials have received clear instructions regarding how to ensure that Presidential resolutions relating to crime prevention and public safety are effectively implemented.
Special attention was also paid to fire safety compliance in trade and service facilities. Responsible managers were instructed to strictly follow fire safety regulations, maintain firefighting equipment in operational condition, ensure safe evacuation routes, and strengthen employee awareness and preparedness.
Samarkand region continues to undertake comprehensive inspections and preventive measures based on the "capital model" in order to ensure that all citizens live in a safe, stable, and secure environment.
