The working group of the Ministry of Internal Affairs held an analytical meeting focused on the outcomes of a comprehensive inspection carried out in the Surkhandarya region. This initiative is part of the effort to implement the Presidential Decree of the Republic of Uzbekistan titled "On measures to further increase the effectiveness of the early crime prevention system and create a safe environment in mahallas of the republic by 2025." This resolution aims to enhance the operational effectiveness of internal affairs agencies and provide them with practical support.
In this regard, representatives from the Republican Working Group evaluated the activities of district and city internal affairs departments, divisions, and sector services within the region. Measures were taken to address the identified issues.
The Minister of Internal Affairs specifically reviewed the operational effectiveness of the internal affairs departments in the Sariasiya, Uzun, Boysun, and Denov districts. The study emphasized several critical areas, including early crime prevention, fostering a secure environment in mahallas, enhancing personnel preparedness, and improving the effectiveness of spiritual and educational initiatives. He also looked at the legal organization of inquiry and investigation processes, alongside the quality of conditions provided for citizens and employees.
Additionally, presentations were delivered by local mahalla and district officials regarding efforts to improve the criminal situation in mahallas categorized as “red.”
During the inspection, activities at Denov district Internal Affairs Department's Temporary Detention Center and its Security Department were inspected, along with the construction progress of a new Security Building. The conditions at "Youth Park" in the “Bobur” mahalla, along with associated security concerns, were also thoroughly reviewed.
Acknowledging the strategic geographical position of the Surkhandarya region, which shares its borders with neighboring Islamic nations including Tajikistan, Turkmenistan, and Afghanistan, officials conducted an in-depth review of the activities at the "Sariasiya" border customs post in the Sariasiya district and the "Ayritom" border customs post in the Termez district. They instructed law enforcement and military personnel working in the border areas to maintain increased vigilance. The examination included the operations of the "Termez International Trade Center" located in the Ayritom mahalla.
Considering the importance of public health and welfare, the meeting also reviewed the operations of the "25th Anniversary of Independence" (Enter Engineering) gas processing plant situated in the "Kofrun" mahalla of the Boysun district.
Additionally, the group reviewed the conditions established in the regional internal affairs department, as well as presented material and technical resources, construction, and cybercrime prevention measures.
A critical meeting of the Republican Working Group took place to discuss the findings of the comprehensive inspection in Surkhandarya. This meeting was attended by the Ministry of Internal Affairs leadership, along with heads and deputies from regional, district, and city internal affairs and sectoral services. Participants conducted a thorough analysis of the current state of the internal affairs service. They assessed the effectiveness of its operations, examined personnel training, service discipline, and measures to ensure public safety.
The head of the working group stated that the primary objective of the inspection is not punitive. Instead, it is aimed at enhancing the effectiveness of internal affairs bodies and eliminating existing challenges.
In recognition of their exceptional performance, several employees who have demonstrated exemplary service and earned respect from both the community and their peers were duly honored through orders issued by the Minister of Internal Affairs. Notable awards include Major Bekhzod Kurbanov from the regional internal affairs department, awarded the title of "Lieutenant Colonel" for preventing the trafficking of 82 kilograms of drugs in the region. Additionally, Captain Elbek Ortikov from the Kumkurgan district internal affairs department received the "For Excellent Services" breastplate for rejecting a bribery attempt of five thousand US dollars, promptly reporting it to his managers. Senior Sergeant Bakhodir Kodirov from the Denov district internal affairs department was also awarded the "For Excellent Services" breastplate, while Lieutenant Colonel Mansur Khodjaev, head of the Cyber Security Department, was recognized with the "For Impeccable Services" breastplate of the 2nd degree. Furthermore, Captain Dilshod Narzulloev received a commemorative watch from the Minister of Internal Affairs.
Meanwhile, disciplinary actions were taken against a number of leaders and employees who demonstrated significant deficiencies in their duties.
As a result of the inspection, 23 vehicles of various models were allocated to regional and district-city departments for service use, with plans for the provision of additional specialist equipment, computer systems, and uniforms affirmed.
Concluding the meeting, officials were tasked with implementing the “Dolzarb-30-kun” quick preventive measures in mahallas with high risk of becoming categorized as “red” and creating a model based on the Surkhandarya experience.
