The Minister of Internal Affairs, Lieutenant General Pulat Bobojonov, held a reporting meeting on the implementation of the Decree of the President of the Republic of Uzbekistan "On measures to further enhance the effectiveness of the system for creating a safe environment in the mahallas of the republic and early crime prevention in 2025" in Navoi region.
The event was organized as a video conference. It was attended by regional governor Normat Tursunov, officials from relevant ministries and partner organizations, sector heads, and the heads of all mahallas in the region.
It was emphasized that this resolution of the Head of State contains specific tasks to be implemented this year and strict control over their implementation has been established to further enhance the system's effectiveness in creating a safe environment in the republic's mahallas and preventing early crime.
In particular, based on the resolution's requirements, "Roadmaps" for crime prevention were approved for 330 mahallas in each district and city section of the Navoi region. Of these, 54 mahallas with a serious crime situation were assigned by name to the heads of district and city sectors, the heads of the prosecutor's office, internal affairs bodies, and the National Guard Security Service.
During the targeted study carried out by the Republican working group, professors and teachers led by the head of the Academy of the Ministry of Internal Affairs analyzed the crime situation in 54 mahallas categorized as "red." The causes of over 239 crimes were studied both scientifically and practically. Within the mahalla section, 50 new "crime hotbeds" were identified, and proposals were submitted for inclusion in road maps.
To stabilize the criminogenic situation in the regional mahallas and organize a system of early crime prevention based on new approaches, it is planned to create models such as “Safe and Digital Mahalla” in Navoi, Zarafshan cities, Karmana, Kiziltepa, Khatirchi, Uchkuduk districts, “Exemplary Safe Street” in Karmana district, “Safe School” in Karmana district, “Returning Persons on Probation and Preventive Account to a Healthy Lifestyle” in Navoi city, “Safe Market” in Khatirchi and Karmana districts, “Safe Walkway” in Navoi city and Nurota district, “Safe Street” in Navoi city, Karmana, Khatirchi, Navbahor, Nurota districts, and “Early Prevention of Crime Among Women” in Navoi and Zarafshan cities.
Accordingly, the Ministry of Internal Affairs was assigned the task of establishing the positions of junior prevention inspectors, migration prevention units, administrative operational groups, and chief prevention inspectors.
During the event, the opinions of the relevant leaders were heard regarding the early prevention of crimes committed by young people, women, and unemployed people in mahallas, as well as within family relationships, and strengthening propaganda work on combating cybercrime, which is currently widespread. Issues that needed to be implemented were also discussed.
Following the event, the regional governor assigned specific tasks to the responsible leaders in order to address the identified deficiencies in the measures designed to ensure the successful implementation of the decision, and deadlines were set.
