Implementation of targeted measures to create crime-free mahallas in Samarkand region

A working group led by the Minister of Internal Affairs has conducted in-depth studies aimed at transforming mahallas into places that are safe and crime-free as part of comprehensive efforts to ensure public safety in Samarkand region.
The visit focused specifically on ensuring the security of the Imam al-Bukhari complex, which is scheduled to open soon. A special emphasis was placed on providing a safe, comfortable, and modern environment for both local and foreign tourists who are expected to visit the complex. A number of measures were taken in response to the expected increase in visitor traffic, including expanding parking capacities, regulating traffic flow, and strengthening emergency preparedness systems.
The working group also reviewed the activities of the newly constructed and commissioned Internal Affairs Department No. 2 under the Payarik District Department of Internal Affairs. The conditions created for personnel to provide round-the-clock service were reviewed, and specific instructions were issued to ensure uninterrupted three-shift operations by patrol-post, traffic patrol, security, prevention, and safe tourism units.
In addition, construction and improvement works at the Imam Abu Mansur al-Maturidi complex were reviewed. Clear tasks were set to enhance road safety in the area, with particular attention to pedestrian and vehicle movement safety.
The next inspection was conducted at Pre-Trial Detention Center No. 7 of the Internal Affairs Department, where conditions for detainees and compliance with legal standards were carefully checked. Ongoing construction and renovation works were reviewed, and instructions were given to ensure their timely and high-quality completion.
Afterwards, the working group visited the "Gharib Machit" mahalla in Kattakurgan city, which has a complex criminogenic environment. The discussions focused on implementing the tasks set by the Head of State to create a safe environment in mahallas as well as identifying and eliminating factors that contribute to criminal activity. Responsible officials were instructed to address these issues systematically in close cooperation with mahalla leaders and the public.
In the Ishtikhan mahalla of Ishtikhan district, the activities of the “mahalla seven” and assigned officers were thoroughly analyzed. A presentation by the youth leader highlighted efforts to ensure regular school attendance, strengthen discipline among students, and enhance preventive measures.
A separate study was conducted at the sports school in Ishtikhan district. Special attention was given to organizing meaningful leisure activities for minors and young people. Emphasis was placed on promoting sports as an effective tool for engaging unorganized youth, encouraging healthy lifestyles, and creating appropriate conditions for sports participation. Relevant instructions were issued to the responsible officials.
These comprehensive studies and targeted measures are being systematically continued across Samarkand region to ensure sustainable public safety and transform mahallas into secure and crime-free communities.
