The Fergana regional Department of Internal Affairs conducted targeted studies in Kokand, focusing on the effective implementation of Presidential Resolution No. 1. Particular attention was given to the "Gishtli mosque" and "Yangiabad" mahallas, which are classified as areas with a complex criminal situation.

During the on-site reviews, it was emphasized that digitalization processes should be enhanced, work with at-risk individuals should be strengthened, and the process of social prevention should be intensified. Specific tasks were assigned to improve the effectiveness of the activities of the mahalla "seven" structures and ensure close coordination among the responsible services.

A review was also conducted of the security arrangements and living and study conditions at Kokand State University. Based on the findings, recommendations were made to prevent negative social phenomena and cybercrime among young people, as well as to expand legal awareness and educational outreach programs.
