REGULATIONS
of the "Hotline 1157" for receiving requests from individuals and legal entities
of the National Committee on Ecology and Climate Change of the Republic of Uzbekistan
I. CONTENT OF SERVICE PROVISION
1.1. Service name
Submission of applications from individuals and legal entities via the "Hotline 1157" to the National Committee on Ecology and Climate Change of the Republic of Uzbekistan.
1.2. Service result
National Committee on Ecology and Climate Change of the Republic of Uzbekistan and its subordinate organizations accept and implement requests received on the "Hotline 1157".
1.3. Service Authority
Requests received through the "Hotline 1157" are accepted by the structural divisions of the Committee, subordinate organizations, and their territorial departments included in the system of the National Committee on Ecology and Climate Change of the Republic of Uzbekistan.
1.4. Legal basis for the provision of services
In accordance with Article 35 of the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On Appeals of Individuals and Legal Entities" (hereinafter referred to as the Law) and the Resolution of the Cabinet of Ministers No. 341 of May 7, 2018 "On approval of the Model Regulation on the procedure for handling appeals of individuals and legal entities in government bodies, government agencies and organizations with state participation (hereinafter referred to as the Model Regulation)", the National Committee on Ecology and Climate Change of the Republic of Uzbekistan (hereinafter referred to as the Committee) approved the Regulation on the procedure for handling appeals of individuals and legal entities (hereinafter referred to as the Appeal).
1.5. Recipients of the service
Individuals and legal entities, foreign legal entities and individuals, stateless persons.
1.6. Submission deadline
There is no deadline for filing an appeal.
1.7. Deadline
Appeals received on the "Hotline 1157" are accepted immediately and are reviewed within 3-5 days.
1.8. Deadline for submitting confirmation
Submission of confirmation of requests received via Hotline 1157 is not provided.
II. NOTICE TO USERS OF THE SERVICE
2.1. Volume and content of data
Information is provided on the progress of consideration of appeals from individuals and legal entities received by the National Committee on Ecology and Climate Change of the Republic of Uzbekistan and its institutions via the "Hotline 1157".
2.2. Notification in extended form
Statistical data on appeals received by the National Committee on Ecology and Climate Change of the Republic of Uzbekistan via the "Hotline 1157" as well as the status of consideration of appeals can be found on the official website of the National Committee on Ecology and Climate Change of the Republic of Uzbekistan www.gov.uz/eco.
2.3. Notification on request
Information on the progress of the appeal can be obtained by calling the National Committee on Ecology and Climate Change of the Republic of Uzbekistan and by calling the hotline number 1157.
2.4. Notification of the place of provision of services
The National Committee on Ecology and Climate Change of the Republic of Uzbekistan and its subordinate organizations accept requests from individuals and legal entities via the "Hotline 1157" and provide information on the progress and location of the service.
2.5. Forms and documents used
To provide services and receive requests, forms and blanks are not used.
III. PROVISION OF SERVICE
3.1. Opening hours
The National Committee on Ecology and Climate Change of the Republic of Uzbekistan operates a 24/7 hotline "1157".
3.2. Waiting conditions
Calls received on the "Hotline 1157" number are answered immediately, without a waiting period. The only exception is when the number of people wishing to submit an application increases, as a result of which applicants may have to wait in line.
3.3. Procedure for providing the service
Using this service, you can submit requests in the following areas:
– request information or raise objections to issues related to the official procedures of the Committee and its organizations (working hours, document flow, reception of managers, execution of orders);
– Report violations of environmental legislation, waste-related incidents, illegal construction, tree felling, air pollution, improper use of water and land resources (Appendix 1);
– express opinions or complaints regarding the professional qualifications, ethical behavior of employees, their attitude to requests, the quality of work with citizens;
– Submit proposals, initiatives or requests for assistance in protecting nature and combating climate change.

IV. SERVICE PROCEDURE
4.1. Documents required to receive the service
An individual's application must include the citizen's last name (first name, middle name), information about his place of residence, and the essence of the application. In an application by a legal entity, the legal entity The application must include the person's full name, information about his location (mailing address), and the essence of the application.
4.2. Cost of service - The service is provided free of charge
4.3. Service stages
The content of requests received on the "Hotline 1157" from the National Committee on Ecology and Climate Change of the Republic of Uzbekistan and its subordinate organizations, information related to the sphere of hydrometeorological service, information on violations of the law, the exact address, personal data of the applicant are recorded upon request.
4.4. Internal processes of service maintenance
The National Committee on Ecology and Climate Change of the Republic of Uzbekistan and its subordinate organizations have created a "Hotline 1157" in the duty unit. Appeals from individuals and legal entities are registered in the "Hotline" book, where the duty officer or assistant of the duty department gives the applicant explanations on the procedure for receiving and considering the appeal, provides clear and complete information on the content of the appeal, violation of environmental legislation, requests information on the identity of the applicant, address and telephone number to send the applicant an official response on the measures taken. Based on appeals received on the hotline, the employees of the Duty Unit prepare information indicating the content of the appeal, place, time and address of the violation, draw it up in the established manner and transfer it to the heads of responsible organizations, departments and divisions of the Committee for execution.
4.5. Reasons for refusal
The service does not provide for cases of refusal.
V. SERVICE QUALITY
5.1. Quality indicators
The quality of services provided is determined by the low level of repeat requests.
5.2. Complain about poor service quality
The user of the service has the right to appeal to a higher authority (to a higher official) of the National Committee on Ecology and Climate Change of the Republic of Uzbekistan or to the court with a complaint about the poor quality of services provided by the National Committee on Ecology and Climate Change of the Republic of Uzbekistan and subordinate organizations of its system, failure to comply with the procedure for the provision of services, actions or inaction of officials.
