Environmental Damage Estimated at Over 31 Billion Sums

The inspection revealed that the company had been operating without developing an “Environmental Impact Statement"and without obtaining a positive conclusion from the Center for State Ecological Expertise. In addition, it was found that the company had unlawfully extracted soil (a non-metallic mineral resource) from an unallocated area beyond the licensed boundaries. As a result, environmental damage was estimated at 31,921,145,350 sums.
The inspection also determined that the company had failed to comply with the requirements for landscaping and greening its premises and adjacent areas as part of the national programs “Yashil Makon” (Green Space) and “Yashil Belbog’” (Green Belt). These requirements included planting broad-leaved trees around the facility to reduce dust levels and greening at least 25 percent of the total area.
Furthermore, it was established that during 2024 and the first eight months of 2025, the company had been disposing of waste in unauthorized areas, causing environmental pollution. Consequently, in accordance with the Resolution of the Cabinet of Ministers “On Further Improvement of Economic Mechanisms for Environmental Protection in the Republic of Uzbekistan,” an additional compensation payment of 7,769,802,711 sums was imposed.
The inspection confirmed multiple violations of national environmental legislation, including Article 48 of the Law “On Environmental Protection,” Article 18 of the Law “On Subsoil,” Article 15 of the Law “On Waste” and Articles 11 and 13 of the Law “On Environmental Expertise.”
The collected documents have been forwarded to the General Prosecutor’s Office for legal review and appropriate action.
