System for Effective Land Use and Prevention of Violations Is Being Improved

In this regard, the Presidential Resolution of the Republic of Uzbekistan “On Additional Measures to Further Improve Mechanisms for Eliminating Corruption Risks in Land Relations” defines a set of important tasks.
According to the resolution, starting from 1 January 2026, the functions and responsibilities for the timely detection of violations of land legislation — including misuse and inefficient use of land plots, unauthorized occupation of land, and unauthorized construction of buildings and structures — as well as the adoption of appropriate measures, will be carried out exclusively through the "E-YER NAZORAT" system.
Data on potential violations of land legislation, identified through the processing and analysis of satellite imagery, will be transmitted to the "E-YER NAZORAT" system via the Interagency Integration Platform of the Digital Government system. Misuse and inefficient use of land, unauthorized occupation, and illegal construction will be detected through aerospace monitoring conducted twice a year.
Furthermore, depending on the level of identified violations, territories will be categorized as follows:
–"Red" category – areas with a high probability of land misuse or inefficient use, unauthorized occupation, or unauthorized construction of buildings and structures;
–"Yellow" category – areas with a medium probability of such violations;
–"Green" category – areas with a low probability of such violations.
In red-category areas, monitoring will be conducted using specialized drones at least once per quarter, while in "yellow"-category areas, specialized aircraft will be used at least once every six months.
Preliminary data on cases with a high probability of land misuse, inefficient use, unauthorized occupation, or illegal construction, identified through space monitoring, will be transmitted via the "E-YER NAZORAT" system to the relevant authorities.
In particular, information concerning protected natural areas; lands used primarily for ecological, scientific, cultural, aesthetic, recreational, and health purposes; forests; zones established under the national Green Space project; natural water bodies; and lands designated for the disposal and storage of hazardous waste will be provided to the Ministry of Ecology.
The information received will be reviewed by the competent state authorities, which will take appropriate measures within their mandate or forward the materials to the body authorized to consider violations. Arbitrary rejection of information submitted to the "E-YER NAZORAT" system by state authorities is not permitted.
This resolution is aimed at establishing a system for the effective use of land plots, preventing misappropriation of land — particularly agricultural land — and accelerating digitalization in the sector through the wide-scale introduction of information technologies.
