Currently, greenhouses operate across 5,100 hectares throughout the country. Over the past seven years, greenhouse production has increased from 110,000 to 546,000 tonnes.
At the meeting, several problems facing the sector were noted, including high loan burdens, rising fertilizer costs, and disruptions in gas supply. As a result, greenhouse operations have been suspended on more than 600 hectares and 128 hectares have been transferred to bank ownership due to unpaid debts.
It was emphasized that greenhouse farming will now receive systematic support. In particular, greenhouses operating on natural gas and producing for both domestic consumption and export will be guaranteed gas supplies during the winter season. Greenhouses using coal or alternative heating systems and committed to export targets will also be eligible to return to gas supply.
To help maintain working capital, the advance payment for gas covering the period from October to March will be set at 50%, and contracts with gas suppliers must be signed by October 1.
Additionally, for greenhouses that have switched from natural gas to coal or alternative heating systems, the repayment period for previously issued loans will be extended. Those establishing greenhouses powered by heat pumps will be eligible for compensation of up to 20% of incurred costs, and 4% of the interest rate will be covered if credit financing is used.
It was also decided that going forward, all greenhouses, regardless of category, will pay land tax at the agricultural land rate. Moreover, until 2028, the social tax rate for greenhouse workers will be reduced from 12% to 1%.
The Tax Committee will also study how the gas volumes previously allocated to greenhouses were redistributed and assess their efficiency of use. If the value added in those sectors is found to be low, the gas will be reallocated to greenhouses.
It should be noted that greenhouse operations in Tashkent Region are currently having a negative impact on air quality. In this regard, a directive has been issued to resolve this issue once and for all.
