The new legislation establishes the core principles of the national climate policy, including:
– Ensuring sustainable economic growth while reducing emissions; – Prioritizing the use of renewable energy sources; – Fulfilling Uzbekistan’s international commitments to reduce greenhouse gas emissions; – Mandatory and transparent emissions reporting; – Achieving emission reduction targets; – A scientific and systematic approach to the development and implementation of climate actions.
The law grants legal entities, individual entrepreneurs and private citizens the right to implement projects focused on emissions reduction and climate change adaptation. All emission reductions achieved through these projects will be officially recognized and recorded in the national carbon registry.
This creates a unified and transparent mechanism for tracking and verifying green initiatives, which is particularly important for international cooperation and carbon accounting.
The Cabinet of Ministers has been tasked with developing a system of state support for developers and implementers of “green” projects. Specifically, criteria for project selection and assessment mechanisms will be defined, along with procedures for verifying carbon units.
Moreover, the law stipulates that revenues from domestic carbon credit trading will be allocated to climate change adaptation, development of the circular and green economy, waste management thank and other environmental priorities.
The adoption of the Law “Law on Limiting Greenhouse Gas Emissions” demonstrates Uzbekistan’s commitment to building a sustainable, environmentally responsible economy and its active engagement in the global fight against climate change.
