The workshop highlighted key elements of Uzbekistan’s NDC 3.0, including greenhouse gas reduction measures in critical sectors such as energy, industry, transport, and waste management. Participants also discussed climate adaptation priorities in agriculture, water resources, agriculture and public health.
"Updating the Nationally Determined Contributions is not just about revising numbers and indicators. It is a strategic step towards a sustainable future for our country. Our aim is to ensure that Uzbekistan’s climate policy is based on both scientific evidence and public engagement. It is essential that all key stakeholders — from government bodies to civil society and non-governmental organizations — are fully involved in this process," representatives of the National Center for Climate Change stated.
Particular attention was given to the integration of nature-based solutions, which are gaining significant recognition globally. According to the World Bank, scaling up nature-based solutions could contribute up to 37% of the global emission reductions needed by 2030.
Uzbekistan’s NDC update comes amid a broader global push to strengthen climate commitments. According to the United Nations, more than 150 countries have already enhanced or updated their NDCs since the Paris Agreement was signed in 2015 (UNFCCC NDC Registry).
During the discussions, participants emphasized the importance of incorporating gender-sensitive and socially inclusive approaches into climate policy. The need for greater engagement of civil society institutions and non-governmental organizations (NGOs) in implementing climate actions — including project monitoring, implementation and public awareness efforts — was also underlined.
"Uzbekistan is demonstrating a strong commitment to advancing climate reforms. It is crucial that the development and implementation of climate commitments are grounded in an inclusive approach that takes into account the needs of all population groups, particularly the most vulnerable. UNDP will continue to support Uzbekistan in this process to accelerate the transition towards sustainable and climate-resilient development," UNDP Uzbekistan noted.
The NDC 3.0 draft is expected to serve as the foundation for Uzbekistan’s climate policy in the coming years and will be submitted internationally as part of the country’s commitments under the Paris Agreement.
