President Appoints Government Agency to Lead “Yashil Makon” Program

The Forestry Agency has been formed on the basis of the former Forestry Agency under the Ministry of Ecology. It is charged with implementing the “Yashil Makon” project, expanding nurseries, advancing seed production systems and increasing green space. By 2030, the project aims to grow 919 million seedlings and procure 9.2 thousand tonnes of seeds.
The Ministry of Ecology and the Forestry Agency will jointly implement a comprehensive set of measures to fight desertification, restore pastures and increase forage resources. The Ministry will oversee greening efforts in arid regions via the digital “Yashil Makon” platform. Salt‑tolerant plants will be planted in desert regions including Nukus, Karakul district and Muborak district in Navoi region. In Jizzakh, Kashkadarya, Samarkand and Navoi regions, drought‑resistant shrubs and trees will be planted on a pilot basis using powered hang‑gliders.
Under the decree, the agency is charged with two key tasks: implementation of the “Yashil Makon” project and combating land degradation. In the coming years, the following targets are set:
• By 2025–2030, procure 9.2 thousand tonnes of seeds and grow 918.9 million seedlings.
• In 2025, green 250 thousand hectares in the pre-Aral region, including 115 thousand hectares of the dried Aral Sea bed.
• Create 1.7 thousand hectares of protective forest plantations to combat dust storms, erosion and desertification.
Eighteen forestry enterprises will open seed‑production and seedling‑growing bases under a “science–project–practice” model. A unified catalog of all tree and shrub species grown in nurseries will be created. Through the “Smart Forest” digital platform, citizens, entrepreneurs and organizations will be able to order ornamental and fruit seedlings.
Additionally, with support from the Republic of Korea worth USD 3 million, the “Smart Forestry” system will be modernized. This includes a mobile app featuring geodata, chat, API access, online orders, illegal logging tracking, and real‑time greening assessments.
The Forestry Agency will also restore pastures degraded by climate change and human activity. GIS technology will be used to assess pasture condition and water availability. In six regions—Jizzakh (7,000 ha), Namangan (5,500 ha), Kashkadarya (9,000 ha), Samarkand (5,500 ha), Syrdarya (1,500 ha) and Surkhandarya (10,000 ha)—a total of 38,500 ha of pasture will be rehabilitated for grazing and fodder production.
Forestry enterprises will become centers for eco‑friendly products and ecotourism services:
• In Karakalpakstan, Bukhara, and Navoi regions, nurseries for rare wildlife (e.g., goitered gazelle, pheasants) will be set up to promote ecotourism.
• In Andijan, Namangan and Samarkand regions, wood‑waste biopellet production for biofuel will start.
• In Bostanlyk, Kasansay and Kitab forestry enterprises, beekeeping will be developed.
• In several forestry enterprises (Pap, Yakkabag, Bukhmal, Gissar, etc.), medicinal and berry-plant cultivation will be introduced.
The Uzbekistan Greening Plan through 2030 envisages planting 919 million trees selected according to climate suitability. Seedling production will be organized in 79 forestry enterprises, expanding nursery area from 1.3 thousand to 1.5 thousand hectares. The goal is to increase the country’s forest cover from 8 % to 15 % and raise green space to 30 %.
Starting October 1, 2025, all “Yashil Makon” project processes will be fully digitized. The platform will provide public access to:
• planting coordinates (with irrigation, species and care instructions);
• budget spending details;
• tree‑felling permit requests and replanting records;
• lists of violators and enforcement actions taken.
The public will be able to monitor, in real time, the use of state resources, who is planting or cutting trees and where.
As part of the “Yashil Makon” project, every neighborhood (mahalla) will have its own garden. A “green rating” system will be introduced for ministries, enterprises and neighborhoods. Under the “Every Family – Entrepreneur” program, subsidized loans will be available to establish greenhouses and nurseries. Moreover, at least one “Green Day” per month—dedicated to tree planting and maintenance—will involve residents in active participation.
