Over 3,500 environmental raids conducted by State Environmental Control Inspectorate

Specifically, between 2023 and the first five months of 2025, more than 3,500 joint raids were conducted in cooperation with law enforcement agencies. Preventive measures were conducted targeting over 250,000 enterprises and individuals. As a result, 110,941 violations of environmental law were identified, resulting in administrative fines totaling 115 billion sums. Additionally, claims for environmental damage totaling 32 billion sums were filed, with 66 billion sums already recovered.
Between 2023 and 2025, inspections were conducted at 5,439 business entities to assess compliance with environmental legislation, in coordination with the Office of the Business Ombudsman. These inspections revealed 3,433 cases of various violations. Administrative protocols were filed against 1,738 officials, and the cases were referred to the courts.
Furthermore, 4,669 mandatory environmental orders were issued to eliminate violations. Environmental damage was calculated at 322.3 billion sums, and additional compensation for ecological pollution was assessed at 60.3 billion sums. Operations of 245 enterprises were temporarily suspended until the identified violations were addressed.
By Presidential Decree No. 81 of May 31, 2023, a new division has been established under the General Prosecutor’s Office to monitor compliance with legislation in the fields of ecology, environmental protection, and forestry. Practical cooperation with this division is now underway to combat environmental crimes.
Over the past three years, 429 criminal case files, totaling 982 billion sums, have been referred to the Prosecutor’s Office for legal action (171 in 2023, 172 in 2024, and 86 in the first quarter of 2025). As a result, criminal proceedings have been initiated in 275 cases.
Environmental monitoring and enforcement efforts are ongoing.
