Uzbekistan strengthens its national climate commitments

Held in a hybrid format, the event brought together representatives of government ministries and agencies, international financial institutions, bilateral donors, UN agencies and civil society organizations.
The main objectives of the meeting were to review progress in developing NDC 3.0, present mandatory sections in line with the Information to Facilitate Clarity, Transparency and Understanding (ICTU) requirements, and showcase an innovative visualization tool that maps the interlinkages between Uzbekistan’s climate targets and the Sustainable Development Goals (SDGs).
In his welcoming remarks, Farrukh Sattarov, Director of the National Center for Climate Change, emphasized the need for realistic and science-based approaches:
“We are approaching the development of NDC 3.0 with a clear understanding that achieving climate goals requires not only ambition but also realistic and scientifically grounded implementation mechanisms. Only through close cooperation with government bodies, international partners, and civil society can we ensure a sustainable future for Uzbekistan.”
UN Resident Coordinator in Uzbekistan, Ms. Sabine Machl, highlighted the collective role of the UN system in supporting climate reform efforts:
“The UN system is ready to provide coordinated, cross-sectoral support to enhance Uzbekistan’s climate ambitions under NDC 3.0. By leveraging the full potential of UN agencies and building a coherent partnership with international organizations, we can accelerate a just and inclusive transition aligned with the 1.5°C target.”
The meeting featured technical updates on the NDC 3.0 preparation process, including expert reports from the National Hydrometeorological Institute and the National Center for Climate Change. The UNDP team presented a consolidated analytical report on the integration of climate and sustainable development goals, along with an interactive online visualization platform.
In her speech, UNDP Resident Representative in Uzbekistan, Ms. Akiko Fujii, underscored the importance of aligning climate policies with the sustainable development agenda:
“Developing NDC 3.0 is not only a climate commitment but also an opportunity to align sustainable development priorities with climate action. UNDP will continue to provide comprehensive support to Uzbekistan in advancing ambitious and inclusive climate solutions that contribute to sustainable growth, employment and food security.”
Development partners, including the World Bank, UNICEF, ADB, EBRD, GIZ, and others, presented their proposals and plans to support the NDC 3.0 development process.
The meeting concluded with a reaffirmation of Uzbekistan’s commitment to transparency, inclusivity, and science-based policy in its climate action. The updated NDC 3.0 will be prepared for presentation at the 30th Conference of the Parties (COP30) to the UN Framework Convention on Climate Change, which will take place in 2025 in Brazil.
