Dishan-Kala fortress to be returned to the people

Dishan-Kala, built in 1842 by order of the Khiva khan Allaquli Khan, is, unfortunately, in a severely deteriorated condition today. Of the fortress's 6,200-meter wall, 2,000 meters have been completely destroyed, while another 2,500 meters are in critical condition. For many years, illegal constructions sprang up around the wall, leaving virtually no space for access or movement along its perimeter.
Today, the Ministry of ecology, environmental protection and climate change is working to restore Dishan-Kala and transform it into a major tourist attraction, similar to Ichan-Kala. The goal is to rebuild the destroyed sections of the fortress wall and return the surrounding area to the people—as a green zone and a place for rest and recreation.
For reference: Ichan-Kala is one of Uzbekistan’s most renowned landmarks. It is home to 58 cultural and archaeological heritage sites, more than 28 exhibitions, 56,670 historical artifacts and 174 artisan shops. In 2024, the fortress welcomed nearly 1 million foreign tourists and 3.5 million local visitors. By the end of 2025, it is expected to attract 2 million international and nearly 5 million domestic tourists.
To preserve Dishan-Kala, plans are in place to relocate 55 residential and non-residential buildings in the “Shikhlar” mahalla (neighborhood) of Khiva to other areas. In their place, green zones and parks will be developed, trees will be planted and landscaping and improvement works will be carried out.
In addition, the fortress wall will be restored in accordance with national architectural traditions and brought back to its historical appearance. A pedestrian alley, 1.5 to 2 meters wide, will be constructed along the wall. A modern tourism complex will also be developed in the nearby “Shikhlar” and “Angarik” mahallas.
These efforts aim not only to preserve Dishan-Kala but also to unlock and enhance its full tourism potential.
