In particular, according to the Presidential Decree "On measures to accelerate landscaping and further effective organization of tree protection in the republic", the moratorium on cutting down valuable tree and shrub species not included in the State Forest Fund has been extended indefinitely.
In addition, according to the Law of the Republic of Uzbekistan dated 21 November 2023, the amount of fines for illegal cutting, pruning, damaging, destroying or transplanting of trees, shrubs, other plants and seedlings has been increased 5 times. Now, for citizens who violate the requirements of the law, the amount of the fine will be from 25 to 50 BCV - from 8 million 500 thousand sums to 17 million sums (previously from 5 to 10 BCV), and for officials - from 50 to 75 BCV - from 17 million to 25 million 500 thousand sums (previously from 10 to 15 BCV).
If such an offence is committed repeatedly within a year after the application of an administrative penalty, the following is envisaged: for citizens a fine of 50 to 75 BRV - from 17 million to 25 million 500 thousand sums (previously from 10 to 20 BCV), and for officials - from 75 to 100 BCV - from 25 million 500 thousand sums to 34 million sums (previously from 20 to 30 BCV), or administrative arrest for up to 15 days.
Also, officials who allowed the development of project documentation resulting in damage to trees and shrubs will be fined from 50 to 75 BCV (from 17 million to 25 million 500 thousand sums).
In addition, financial penalties of 100 to 300 BCV (34 million to 102 million sums) are imposed on legal entities for illegal cutting and destruction of valuable species of trees and shrubs that are not part of the state forest fund.
It should be noted that inspectors of the State Ecological Inspectorate and the territorial departments of the Ministry of Ecology conduct regular control raids to detect violations related to tree felling and take appropriate legal action.
For example, while 4,190 violations were recorded in 2023, the number was nearly halved in 2024 — dropping to 2,891 cases. In the first four months of 2025, 978 such offences were identified, and all necessary measures were taken in accordance with the law. Control raids remain ongoing.
