What Is the Role of Environmental Expertise?

The goal of environmental expertise is to ensure that a given type of activity meets environmental standards. If the object under review may have, or is already having, a negative impact on the natural environment or public health, its level of ecological hazard is assessed. Attention is also given to how effectively environmental protection measures and the rational use of natural resources are being implemented.
The following are subject to state environmental expertise:
— Projects of state programs, concepts, placement and development schemes of production facilities, sectors of the economy, and the social sphere;
— Materials related to the allocation of land plots for all types of construction;
— Pre-project and project documentation;
— Draft regulatory, technical, and methodological documents governing economic and other activities related to the use of natural resources;
— Documents concerning the creation of new types of equipment, technologies, materials, substances, and products;
— Operating enterprises and other facilities that negatively affect the environment and public health;
— Materials from comprehensive surveys of territories intended to assign them the status of protected natural areas, zones of environmental emergency, or ecological disaster zones;
— All types of urban planning documentation;
— Facilities with special legal status.
The main legal document in this field is the Law of the Republic of Uzbekistan “On Environmental Expertise.”
According to the law, undergoing environmental expertise is mandatory for certain types of activities and facilities.
