270 Trees illegally uprooted in Fergana region – Documents submitted to the general prosecutor’s office

Although research confirmed the presence of valuable mature trees on the site, on January 22, 2025, the hokim of Kuvasay issued a decision (No. 31-11-167-Q/25) approving the state registration of land use rights, allowing the plots to be auctioned.
Additionally, as part of a project for the construction of multi-story residential buildings, large department stores, specialized shops, supermarkets, and restaurants, the land was divided into two lots and listed in the automated information system “YERELEKTRON” for auction.
It is important to note that during the approval process with the Kuvasay City Ecology Department, on February 3, 2025, the project received a negative environmental assessment through the “YERELEKTRON” system due to the presence of mature trees on the site.
However, despite this, under the instruction of N.M., the deputy hokim for construction, communications, utilities, ecology and landscaping, between February 11 and 14, municipal beautification employees, using special equipment, illegally uprooted and transplanted 270 trees (including pine, chestnut, catalpa, Japanese pagoda tree, mulberry and ailanthus) at 16 locations. During the transplantation process, nine trees died.
Moreover, due to incorrect decisions and illegal orders by local government officials, the transplanted trees were placed in locations where they face a high risk of perishing.
It was determined that the illegal transplantation of trees resulted in environmental damage amounting to 1 billion 829 million 437 thousand 500 sums.
The collected documents have been submitted to the General Prosecutor’s Office for legal assessment and appropriate action.
