Modern system for debt repayment on waste disposal implemented

It is worth noting that a number of systemic measures are being implemented in Uzbekistan to improve the waste management system and enhance the quality of services provided to the population. However, due to delayed payments for services rendered in this sector, accounts receivable have sharply increased. According to official data, the system has accumulated 600 billion sums in outstanding debts, which hinders investment in the renewal of fixed assets of organizations in this sector, improves service quality and attracts business entities and private sector representatives.
Until now, measures against subscribers who fail to pay on time have only been taken through the courts, which is a lengthy process. The new law aims to eliminate these delays and difficulties.
The law introduces amendments and additions to the Civil and Housing Codes, as well as the laws "On Competition" and "On Electricity." According to the document, a short message (SMS) notification will be sent to consumers with outstanding mandatory payments for solid waste collection and removal services. If the debt remains unpaid, the acceptance of electricity bill payments from the consumer will be temporarily restricted until the outstanding debt is settled. At the same time, service providers responsible for waste collection and removal will be required to ensure the accuracy and reliability of payment calculations. In turn, the temporary restrictions on electricity payments will be automatically lifted once the consumer settles their outstanding waste collection and removal payments.
The document aims to strengthen payment discipline for waste collection and disposal services, facilitate the renewal of fixed assets for service providers, enhance service quality, and attract business entities to the sector.
Following the discussion, the Law was approved by the senators.
