The Decree outlines key priority areas for the country's development in the Year of Environmental Protection and "Green" Economy", focusing on enhancing the ecological condition of mahallas (neighborhoods), increasing urban landscaping, creating a clean and comfortable living environment, improving public health, promoting an eco-friendly lifestyle and fostering conditions for human potential development.
It also provides for sustainable financing of projects aimed at widespread implementation of "green economy" principles, as well as the protection, restoration and conservation of flora and fauna for future generations, biodiversity conservation and the adaptation of the economy to climate change.
Additionally, the Decree sets objectives to increase the share of renewable energy in Uzbekistan’s energy mix, including constructing large-scale "green power plants" through public-private partnerships, expanding small and micro-hydroelectric power plants across regions, encouraging households to install solar panels, reducing the country’s "carbon footprint" by promoting modern energy-efficient technologies in industrial, economic and social sectors and enhancing interregional and intersectoral coordination to ensure environmental sustainability.
These strategic approaches are expected to contribute to annual GDP growth of at least 6%, reaching up to $200 billion by 2030, while keeping inflation at 5%, maintaining the budget deficit at 3% of GDP, reducing poverty and improving overall well-being through an economically efficient resource-use model.
The purpose of the Decree is to implement a comprehensive "green transformation" across industries and sectors while fulfilling Uzbekistan’s commitments under the Kyoto Protocol, the UN Framework Convention on Climate Change and the Paris Agreement. It aims to enhance national competitiveness, promote resource conservation, mitigate climate change effects, support adaptation efforts, improve quality of life and transition the economy to a new green development model.
