Relevance
In recent years, our country has undertaken systematic efforts to protect the environment, ensure environmental safety, promote the rational use of natural resources and improve the overall environmental situation.
However, the expansion of construction and urbanization, coupled with the increased emission of dust and sand particles from construction sites, has led to a decline in air quality. This has created a need to establish accountability for officials at construction organizations who fail to comply with air protection regulations on construction sites.
Establishing responsibility
The draft law introduces amendments to the Code of Administrative Responsibility, establishing liability for non-compliance with air protection requirements on construction sites.
Specifically, the Administrative Code is amended to include Article 85(1) ( "Non-compliance with requirements for atmospheric air protection on construction sites"). This article stipulates that violating the mandatory requirements for preventing the rise of dust and sand particles into the air at construction sites measuring 500 square meters or more, as well as in the surrounding areas and at site entrances, or allowing pollutants to be released into the air in excess of permissible limits, will result in a fine for officials amounting to 10 BCV.
If the same offense is committed again within a year after the imposition of an administrative penalty, a fine of 50 BCV will be imposed on the officials.
This law aims to improve the environmental situation, prevent air pollution, and increase the accountability of officials in construction organizations for environmental protection.
The bill was approved by the Legislative Chamber of the Oliy Majlis.
