Environmental Insurance Reduces the Risk of Environmental Pollution

Article 66 of the Constitution of the Republic of Uzbekistan states that the use of property should not cause damage to the ecological environment, violate the rights and legally protected interests of citizens, legal entities and the State.
Relevance of the Project
The number of industrial enterprises in the Republic was 86,652 in 2020, and by 2024, this figure is projected to reach 113,979. In the course of their operations, industrial enterprises can cause technogenic accidents, adverse environmental consequences, and damage. As a result, ecosystems, fauna, flora, and the population suffer.
The implementation of the project will take place in two phases
The project involves the gradual introduction of a mandatory environmental damage insurance system. In this regard, the first phase will introduce environmental insurance regulations for the most environmentally hazardous activities. In the second phase, these regulations will be extended to other activities that pose a threat to the environment.
International Experience
Many countries have implemented environmental insurance for enterprises engaged in environmentally hazardous activities. For example, Azerbaijan introduced environmental insurance in 2002, Kazakhstan in 2005, and Turkmenistan in 2011.
Expected Outcomes
-Ensures financial protection for enterprises and the state against damages caused by environmental incidents, reducing the burden on the state budget by shifting responsibility for mitigating consequences to insurance companies and culpable enterprises.
-Reduces the likelihood of environmental pollution by encouraging companies to comply with environmental standards and adopt safer technologies.
-Contributes to the country’s environmental safety, financial stability, and sustainable development.
