Procedure for installation of automatic emission monitoring stations has been approved

In accordance with the Resolution of the President of the Republic of Uzbekistan, 347 small automated stations for background monitoring of atmospheric air pollution will be installed throughout the republic. The new resolution approved the address list of these stations.
In order to carry out high-quality monitoring of environmental pollution sources, automatic monitoring stations for emissions from sources of atmospheric air pollution will be installed on business entities belonging to categories I and II according to the degree of environmental impact. Highly efficient dust and gas cleaning equipment and local water treatment facilities will be installed in these places, as well as existing ones will be modernized. Sanitary protection zones will be equipped with automatic stationary observation posts.
In economic entities belonging to the I and II categories of environmental impact, measures to verify the availability of automatic emission monitoring stations, installations of dust and gas cleaning equipment, and local water treatment facilities, as well as equipping sanitary protection zones with automatic monitoring posts, are carried out by the Ministry of Ecology without prior approval from the authorized body for coordinating the activities of regulatory authorities. At the same time, the authorized body must be notified of this within twenty-four hours from the start of the audit by registering the checks in the unified electronic accounting system.
According to the document, automatic emission control stations are regulated by the standard O'ZMST 194:2024 of the Republic of Uzbekistan, "Automatic atmospheric air quality control stations. The general technical conditions are regulated by the standard O'ZMST 195:2024 "Automatic waste control stations". They must also comply with the national standards "General Technical Conditions".
Automatic emission monitoring stations, automatic monitoring posts, dust and gas cleaning equipment, and local water treatment plants are purchased on the basis of the terms of reference developed by the State Center for Environmental Certification and Standardization under the Ministry of Ecology.
The efficiency of the new dust and gas cleaning equipment to be installed should be at least 99.5 percent, the efficiency of the existing modernized equipment should be at least 95 percent, and the efficiency of new and modernized existing local water treatment plants should be at least 80 percent.
In addition, according to the resolution, automated substations will be purchased and installed according to the address list by March 1, 2025. From March 1, the data of automatic small stations will be integrated into a single geoinformation database of the state environmental monitoring system.
