The inspection revealed that no wheel-washing facilities had been installed at the exit of the construction site. As a result, heavy vehicles were carrying mud and soil onto a 2–2.5 km stretch of street.
Furthermore, no water-spraying systems had been installed at the site to suppress dust. No measures to protect ambient air quality had been developed, and the requirements set out in the state environmental assessment report had not been met. It was also established that an underground car park had not been included in the project documentation approved through the state environmental assessment process.
In addition, the company failed to provide documentation indicating where more than 87,000 cubic metres of soil excavated from the construction pits had been deposited.
In response to the violations identified, a compensation payment of more than 1.23 billion sums was assessed against the company for environmental damage, in accordance with Cabinet of Ministers Resolution No. 202.
The company was also issued instructions to rectify the identified violations. In particular, it was required to take measures to prevent and eliminate dust pollution, plant tree saplings and implement other relevant environmental protection measures.
