Briefing: Burning plant waste is punishable by law

During the autumn season, burning fallen leaves, branches, twigs and other plant waste accumulated in streets, public gardens, household plots and agricultural fields in open areas releases carbon monoxide, nitrogen oxides, fine particulate matter and other harmful substances into the atmosphere. This deteriorates air quality and adversely affects public health. Instead of burning such waste, it should be collected and removed in accordance with established procedures or used as natural fertiliser to improve soil quality.
Under current legislation, polluting the atmosphere by burning crop stubble, fallen leaves, branches, twigs and other plant waste is prohibited. In accordance with Part 3 of Article 88 of the Code of Administrative Liability of the Republic of Uzbekistan, such violations are punishable by fines ranging from 1.32 million to 2.2 million sums for individuals and from 8.8 million to 13.2 million sums for officials. The amount of the fine increases if the same violation is committed again within one year.
The State Environmental Control Inspectorate (Eco-Police) under the National Committee on Ecology and Climate Change is conducting enhanced enforcement activities to prevent such incidents. Since the beginning of 2026, more than 4,100 cases of burning fallen leaves and other plant waste have been identified, and administrative offence reports have been drawn up against those responsible.
In addition, in cooperation with the Uzbekcosmos Agency, satellite monitoring has identified 915 cases of burning crop residues in fields following the grain harvest. Appropriate measures have been taken in each case. Damage caused to agricultural land as a result of fires is also assessed in accordance with the procedure established by law.
Important! We urge everyone to refrain from burning fallen leaves and other plant waste and to help prevent air pollution!
