In particular, environmental oversight was found to be inadequate in some regions. Shortcomings were identified in efforts to detect repeat offenders responsible for waste-related violations, as well as in the proper application of administrative penalties.
In addition, progress in installing equipment to monitor atmospheric emissions and integrating it into the electronic monitoring system was insufficient in some regions.
Certain entities had failed to report the installation of the required equipment or submit the relevant information. In some cases, effective action had also not been taken in response to issues raised in citizens’ appeals.
Strict disciplinary measures were taken against responsible officials in response to the identified shortcomings. In particular, the heads and deputy heads of the regional environmental authorities in Andijan and Namangan regions, as well as the head of the regional environmental authority in Khorezm region, were dismissed from their positions.
At the same time, specific instructions and tasks were assigned to address the identified shortcomings and improve the effectiveness of environmental enforcement.
