Among the key support measures are a three-year moratorium on inspections of small businesses, as well as the possibility of having penalties and fines related to certain types of tax arrears written off until 31 December 2026 as part of the “Second Chance” economic amnesty.
The mechanisms for providing financial support to business projects are also being expanded. In particular, guarantees of up to 75% are available for loans, bank guarantees, letters of credit and leasing. Businesses with a strong compliance record can access preferential loans of up to 5 billion sums, while entrepreneurs participating in public procurement can receive guarantees of up to 2.5 billion sums. These measures also expand access to financing for environmental projects, including the introduction of energy-efficient equipment, waste recycling, water conservation and other "green" initiatives.
The Decree places particular emphasis on the development of innovative and green technologies. Under the “Entrepreneur of the Future” programme, up to 30 start-up projects in eight priority areas will receive funding, with up to 5 billion sums available for investment in each project. The programme’s priority areas create new opportunities for projects focused on water conservation and water reuse, improving energy efficiency, developing renewable energy sources and advancing environmental innovation.
