National Committee on Ecology and Climate Change of the Republic of Uzbekistan

As part of the nationwide “Yashil Makon” project initiated by the President, a new approach to the production of planting material is being introduced in the region. In particular, the National Committee on Ecology and Climate Change of the Republic of Uzbekistan has established a modern nursery at the Balikchi Forestry Unit of the Andijan State Forestry Enterprise.
 

For reference: Presidential Decree No. 90 of 30 May 2025 sets out specific measures to bring the nationwide “Yashil Makon” project to a qualitatively new stage, further improve the forest management system, develop modern nursery production, strengthen seed production and breeding activities, and widely introduce innovative technologies in the sector. The establishment of modern nurseries is an important step towards achieving these objectives.

The modern nursery, equipped with advanced technologies from the Republic of Korea, covers a total area of 5.5 hectares. It currently uses intensive methods to cultivate around 40 species of trees, shrubs and medicinal plants. According to specialists, these modern methods offer a number of significant advantages. First, instead of being grown directly in the ground, plants are cultivated from seeds in specially designed small containers under greenhouse conditions using modern technologies, which significantly shortens the growing period. This helps save time, energy and costs. Second, the advanced system helps plants grown from seeds imported from abroad adapt to Uzbekistan’s climatic conditions. It also significantly improves the survival rate of the planting material.

Every infrastructure facility established here, every technology introduced and every agricultural practice put in place is aimed at one objective: producing high-quality planting material that meets established standards and has a high survival rate. The main goal is to expand the experience gained in Andijan and other advanced forestry enterprises across all regions of the country and ensure the systematic development of the sector based on the “Science–Project–Practice” approach. Such nurseries are important for supplying the nationwide “Yashil Makon” project with high-quality planting material, establishing protective forest belts, restoring degraded land, expanding green areas in urban and rural communities, and mitigating the adverse impacts of climate change.

Under the President’s initiative, this new approach is being introduced not only in Andijan Region but across the country. Under the new system, planting seasons will be observed based on agro-climatic zoning. Planting material will be selected based on weather and hydrometeorological data, as well as scientific recommendations, taking into account the climatic and soil conditions of each area. Priority will be given to local species that are resistant to salinity, cold, heat and water scarcity. A comprehensive approach is also being introduced, covering soil preparation, water-efficient irrigation methods, the assignment of responsible personnel and three years of follow-up care for planted trees and shrubs. The implementation of the project will be monitored through an electronic platform, artificial intelligence technologies and remote monitoring.

In addition, starting from 1 October 2026, the “My Mahalla — Green Zone” programme is planned to introduce greening initiatives in mahallas, establish micro-forests and small public parks, and provide residents with practical skills in tree planting and maintenance. Based on the “3-30-300” principle, the country plans to expand green areas, promote composting and mulching, establish “Green Lots” and pilot the “Green AI” module. From 2027, the use of lawns in government institutions is expected to be gradually restricted, with existing lawns to be transitioned to a water-efficient landscaping approach based on xeriscaping. A total of 140,000 tree and shrub seedlings are planned to be planted during the autumn 2026 planting season.
