The new provisions are aimed at streamlining hunting processes, developing hunting management activities, protecting wild animals, and establishing transparent mechanisms for their sustainable use.
According to the Law, hunting certificates will be issued through the public services system. Cards for the capture of wild animals — hunting permits — will be issued through a dedicated electronic system. This will contribute to the digitalisation of the hunting process and enhance its transparency.
Hunting areas will also be clearly defined. Hunting will be permitted only in areas assigned to hunting management entities, as well as in designated free-hunting areas. Free-hunting areas will be designated by the authorised state body.
In addition, a new mechanism for allocating land to hunting management entities will be introduced. Under this mechanism, land plots from non-agricultural land and forest fund lands may be leased through electronic online auctions, subject to investment and contractual obligations, with up to 10 hectares allocated for the establishment of hunting facilities and up to 100 hectares for the establishment of breeding centres. At the same time, the use of these lands will not be limited exclusively to hunting. Breeding centres will also provide opportunities to breed wild animals, reintroduce them into their natural habitats, and carry out activities aimed at enhancing biodiversity in hunting areas.
In addition, an obligation to establish breeding centres will be introduced. If, within two years after the land plot has been leased, the infrastructure of a breeding centre or a site for the breeding and reproduction of wild animals has not been established, the lease agreement will be subject to termination.
Under the Law, the scientific approach to setting hunting quotas will be strengthened. Scientifically based mechanisms for determining and allocating quotas for the capture of wild animals will be reinforced. This will make it possible to determine hunting levels based on animal numbers and the status of their populations.
At the same time, the release of animals bred in breeding centres into their natural habitats will be encouraged. Hunting management entities will be granted the right to organise hunting, outside the breeding season, in proportion to the number of wild animals bred in breeding centres and released into their natural habitats.
The main objective of the Law is to establish unified and transparent legal mechanisms in the field of hunting, strengthen oversight of hunting activities, ensure the sustainable use of wildlife resources, and develop hunting management while preserving biodiversity. Thus, the legal framework is being strengthened to organise hunting activities not merely as hunting itself, but in conjunction with the protection and reproduction of wild animals, conservation of natural habitats and development of hunting tourism infrastructure.
The Law entered into force on 10 September 2026.
