Analysis of public appeals: scope and outcomes of the Committee’s work

During the first half of 2026, a total of 28,168 appeals were received by the central office of the National Committee for Ecology and Climate Change, its territorial divisions and affiliated organisations.
These included:
8,166 appeals submitted through the Presidential People’s Reception Offices;
15,246 received through the hotline;
3,292 submitted electronically;
781 written appeals; and
683 received through personal and off-site reception sessions.
All incoming appeals are reviewed in accordance with established procedures and, where necessary, through on-site assessments involving local residents. Repeated and collective appeals are examined with the participation of mahalla chairpersons and members of the local community support framework, with appropriate decisions subsequently taken on the issues raised.
During the reporting period, 25,994 appeals, or 92.2% of those reviewed, were successfully resolved.
The issues most frequently raised by citizens concerned:
13,640 appeals (48.4%) — household waste collection and removal;
5,201 appeals (18.4%) — outstanding payments for household waste collection and removal services;
2,077 appeals (7.3%) — atmospheric air pollution; and
1,856 appeals (6.5%) — damage to vegetation, including illegal tree cutting and other harm to plant life.
To ensure the effective implementation of the Law of the Republic of Uzbekistan “On Appeals of Individuals and Legal Entities” and the Presidential Decree “On Additional Measures to Ensure the Effective Organisation of Dialogue with the Population,” a permanent working group has been established to review and analyse appeals and develop proposals aimed at addressing systemic issues identified through this process.
The issues most frequently raised by the public within the Committee’s mandate are regularly analysed, and targeted proposals are developed to address their underlying causes.
Relevant analytical information is subsequently submitted, in accordance with established procedures, to the Presidential People’s Reception Offices.
Appeals received through the Presidential People’s Reception Offices, the Virtual Reception Office, social media platforms and other digital channels are reviewed in accordance with national legislation, with their implementation subject to continuous monitoring.
Cooperation with the Presidential People’s Reception Offices has been established on a systematic basis, with regular exchanges of information on the implementation and outcomes of appeals, as well as on systemic issues identified through the review process.
The Committee also monitors public opinion, critical feedback and reports shared by citizens on social media and through other communication channels. Information on measures taken to address the issues raised is communicated to the wider public in accordance with established procedures.
In particular, during the first six months of 2026, more than 734 official statements and responses were published through the official information resources of the Committee and its territorial divisions.
During the reporting period, 19,520 appeals were reviewed by organisations within the system of the National Committee on Ecology and Climate Change, including:
18,800 by the Waste Management and Circular Economy Development Agency;
490 by the Agency for Afforestation, Green Area Expansion and Combating Desertification;
128 by the State Environmental Expertise Centre;
40 by the Hydrometeorological Service Agency;
31 by the Department for the Development of Ecological Areas and Hunting Management; and
31 by the Department of Protected Natural Areas.
All appeals were reviewed and responded to in accordance with the procedures established by national legislation.
