Greenhouse Dismantling Works Begin in Tashkent Region

It should be noted that during the autumn and winter seasons, many greenhouses relied on coal, fuel oil, used vehicle tyres, and other environmentally harmful fuels for artificial heating. This resulted in atmospheric emissions exceeding established regulatory limits, causing significant adverse impacts not only on the environment but also on public health, and repeatedly giving rise to legitimate complaints from local residents. During inspections carried out by the Special Commission, appropriate enforcement measures were taken against greenhouses using environmentally harmful fuels, pollution sources were eliminated and these efforts contributed to a measurable improvement in ambient air quality.
Taking these factors into account, the President of the Republic of Uzbekistan and the Cabinet of Ministers adopted the relevant resolutions aimed at creating more favourable living conditions for the population, relocating greenhouse operations to regions with more suitable climatic conditions, relieving entrepreneurs of the additional costs and operational challenges associated with artificial heating systems and improving the efficiency of supplying the population with fruit and vegetable products during the autumn and winter seasons. In accordance with Presidential Resolution No.108 of 25 March 2026 and Cabinet of Ministers Resolution No. 162 of 9 April 2026, work has commenced to disconnect greenhouses from artificial heating systems.
It is worth noting that, under Cabinet of Ministers Resolution No. 162, business entities that cease greenhouse operations in Tashkent Region and continue their activities within the Surkhon-Agro zone are eligible for the following support measures:
– The repayment period for loans extended to greenhouse enterprises in both national and foreign currencies, financed through international financial institutions, targeted funds, the Fund for Reconstruction and Development and commercial banks, will be extended by five years, including a grace period of up to three years. In addition, the loan guarantees and interest rate compensation previously provided by the State Fund for the Support of Entrepreneurial Activity will remain in effect.
– For greenhouses relocated to the "Surkhon-Agro" zone by 1 April 2028, the costs associated with dismantling, transporting, and reinstalling greenhouse structures and equipment will be reimbursed through a one-time payment of up to 500,000 sums for each sotix (100 square metres) of land.
At present, entrepreneurs in Tashkent Region are being informed about the conditions for relocating their greenhouses to the "Surkhon-Agro" Free Economic Zone in Sherabad District, Surkhandarya Region, including the incentives available to them and other important provisions of the relocation programme. Following these consultations, the greenhouses are disconnected from their heating systems and the relevant service agreements are terminated.
