Uzbekistan’s Consistent Transition to a Green Economy Highlighted in Paris

The meeting focused on strengthening regional cooperation in environmental policy, advancing green finance, climate change adaptation, sustainable infrastructure development, and natural resource management. In his remarks, Jusipbek Kazbekov emphasized that biodiversity conservation and ecosystem restoration have been identified as key national priorities in Uzbekistan and are being consistently supported through public funding, innovative financing mechanisms, long-term investment attraction and the implementation of the BIOFIN initiative aimed at addressing biodiversity financing gaps.
The participants also highlighted Uzbekistan’s steady progress in advancing its transition to a green economy. In particular, the country aims to increase the share of renewable energy in total electricity generation to 54 percent by 2030. Uzbekistan is also implementing comprehensive environmental programmes focused on improving air quality, expanding protected natural areas and promoting the development of a circular economy.
Discussions further focused on expanding green and sustainable bond markets, introducing Green Taxonomy mechanisms, strengthening environmental regulatory frameworks and enhancing transparency in investment flows. Participants underscored the importance of preparations for the upcoming seventeenth meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD COP17), as well as other international climate and environmental processes, while stressing the need to deepen cooperation among countries across the region.
In addition, participants reviewed the implementation of the EU4ClimateResilience, EU4Green Recovery East and PROGRESS programmes, as well as projects based on the Energy–Water–Land Nexus approach. These initiatives are designed to enhance economic resilience and promote the wider adoption of Nature-based Solutions.
A separate agenda item addressed the formation of the GREEN Action Task Force Bureau for the 2027–2028 term. Following discussions, the candidacy of Deputy Minister of Ecology Jusipbek Kazbekov was nominated for the position of Co-Chair representing the countries of Eastern Europe, the Caucasus and Central Asia. This marks the first time in Uzbekistan’s history that a national representative has been nominated for this position, reflecting the country’s growing role in advancing the regional environmental and climate agenda.
