Under the Decree, employees of state institutions and agencies are prohibited from using official vehicles on the days when these campaigns are conducted. Where such dates fall on working days, the salaries of official drivers are retained in full.
This initiative is aimed at protecting public health by reducing harmful emissions from motor vehicles, promoting healthy lifestyles, decreasing the volume of pollutants released into the atmosphere, fostering an environmentally sustainable living environment and encouraging the widespread use of public transport and environmentally friendly modes of transportation.
To ensure the effective organization and coordination of the campaign, the relevant protocol of the Special Commission has been adopted. In accordance with this protocol, the use of official vehicles by civil servants during “Car-Free Day” and “Car-Free Week” campaigns is considered a violation of the rules of ethics and official conduct.
Failure to comply with the established requirements will serve as grounds for disciplinary action against civil servants by the heads of the relevant state bodies and organizations.
For reference, under Presidential Decree No. 229 of 25 November 2025, “On Urgent Measures to Improve the Environmental Situation in the City of Tashkent,” the Special Commission has been granted the authority to impose restrictions on vehicle movement. Decisions and directives issued by the Special Commission are binding on all state bodies and organizations, as well as legal entities and individuals.
The active participation of ministries and agencies, local government authorities, educational institutions, and the wider public is of particular importance for the successful implementation of the “Car-Free Day” campaign. In addition, educational activities, public walks and community events aimed at enhancing environmental awareness and promoting ecological culture among the population will be organized during these days.
Employees of state organizations and all citizens are encouraged to support this initiative and take an active part in its implementation, thereby making a meaningful contribution to environmental cleanliness and the creation of a healthier ecological environment in our country.
