The activities of hunting farms are being improved

This is provided for by Presidential Decree No. 105, "On measures to further improve hunting and the activities of hunting farms in the Republic", dated July 23 this year.
The decree mandates that hunting should only occur within the boundaries of hunting farms and prohibits hunting outside these areas. Also, for the creation of hunting farms, legal entities and individuals will be allocated land plots for 49 years on lease through an electronic online auction in the following stages:
– at the first stage - for 10 years;
– based on the results of fulfilling investment and contractual obligations:
– at the second stage - for 10 years;
– at the third stage – for 29 years.
At the same time, if the nursery infrastructure for breeding and reproduction of wild animals or a reproduction site is not created within 2 years, the lease agreement will be terminated.
In addition, hunting grounds in the territory adjacent to hunting farms (hunting bases and nurseries) will be assigned to legal entities and individuals who have become winners of the electronic online auction.
Starting from October 1 of this year, a hunting ticket for hunting wild animals will be issued based on quotas from the Ministry of Ecology, Environmental Protection, and Climate Change through an electronic platform. This quota, in turn, will be approved by the Ministry of Ecology based on data from the state cadastre of wildlife objects, data on the accounting of the number of wild animals and harvested wild animals, data on the accounting of wild animals obtained from forestry, reserves, and nurseries operating in the country.
At the same time, a new procedure for issuing hunting tickets is being established, for which the Department of Ecotourism and Hunting Development under the Ministry of Ecology will be responsible. According to him, before obtaining a permit, applicants will have to take training courses where they will be taught about the conservation of biodiversity, species, and anatomy of animals, hunting rules, hunting ethics, hunting methods, as well as first aid.
A hunting ticket will be issued for 2 years through the Unified Portal of Interactive Public Services to capable persons who have reached the age of 18, completed training courses, and successfully passed tests. Information about the issuance of a hunting ticket will be integrated into the data of the passport or ID cards.
The fee for registration of a hunting ticket will be set at two basic calculation values, for pensioners and persons with disabilities of the second group — one BCV.
In addition, from September 1, hunting farms that have organized wild animal breeding sites, small safari parks, and hunting tourism will pay property tax and land tax at rates reduced by 50%, as well as turnover tax at a tax rate of 1% for 3 years.
Fees charged for the use of fixed hunting grounds, as well as those received from registration of a hunting ticket and training courses, will be sent to the Environmental Fund of the Ministry of Ecology. At the same time, 80% of the funds received by the fund from the issuance of permits for the extraction of wild animals will be directed to the reproduction, accounting, and protection of wild animals and ichthyofauna objects.
