The Samarkand Statement on the Regional Environmental Performance Review of Central Asia is Signed

The event was organized by the United Nations Economic Commission for Europe (UNECE) and the National Committee of the Republic of Uzbekistan on Ecology and Climate Change, in collaboration with international partners. It served as an important platform for strengthening regional cooperation in the fields of ecology, climate resilience, and sustainable natural resource management.
Aziz Abdukhakimov, Advisor to the President of the Republic of Uzbekistan and Chairman of the National Committee on Ecology and Climate Change, delivered the welcoming remarks. He emphasized the importance of developing international partnerships, integrating green technologies, and expanding sustainable financing mechanisms to ensure environmental security and sustainable economic growth in the region. He noted that today, Central Asia is shaping a new architecture of environmental cooperation based on trust, scientific interaction, and a shared responsibility for the region's sustainable future. According to him, the countries of the region require not only political dialogue but also a unified analytical foundation, coordinated approaches to environmental monitoring, the advancement of green financing, and the implementation of joint climate initiatives.
Statements were also delivered by Yerlan Nysanbayev, Minister of Ecology and Natural Resources of Kazakhstan, and Bahodur Sheralizoda, Chairman of the Committee for Environmental Protection under the Government of Tajikistan.
During the event, Paola Deda, Director of the Environment and Forestry Division at UNECE, highlighted the significance of the Regional Review as a practical mechanism for strengthening environmental governance, improving coordination, and fostering results-oriented cooperation among Central Asian countries.
Participants underscored that Central Asian nations face common environmental challenges, including climate change, water scarcity, air pollution, land degradation, biodiversity loss, and growing risks to public health, all of which demand coordinated regional solutions and harmonized approaches.
Throughout the event, the main thematic areas of the Regional Environmental Performance Review of Central Asia were presented, including:
– Climate, air quality, and public health;
– Rational use of water resources for agricultural, ecosystem, and energy sustainability;
– Biodiversity and ecosystems;
– Waste and chemicals.
Special attention was given to cross-sectoral issues, encompassing green financing, environmental monitoring, harmonization of standards, access to environmental information, disaster risk reduction, and the strengthening of institutional cooperation.
UNECE representative Angela Sochirca outlined the subsequent stages of the Regional Review's implementation, which will be carried out between 2026 and 2028. This phase will involve analytical work, national consultations, and regional dialogue processes. The final recommendations are scheduled to be presented at the Tenth Environment for Europe Ministerial Conference in 2028.
Concluding the event, a signing ceremony was held for the Samarkand Statement on the Regional Environmental Performance Review of Central Asia, which reaffirmed the political commitment of the region's countries to joint environmental actions and the practical implementation of regional initiatives.
