Uzbekistan and China to Cooperate on Strengthening Early Warning Systems for Dust and Sandstorms

During the talks, it was emphasized that environmental cooperation between Uzbekistan and China is steadily advancing and becoming increasingly practical in nature. Particular attention was given to the implementation of joint initiatives aimed at addressing pressing environmental challenges, introducing modern technologies and strengthening scientific collaboration.
The Uzbek side expressed its appreciation to the Chinese side for its support in advancing the activities of the Central Asian Regional Research Center for Combating Desertification and Developing Desert Economies at Green University, established with the participation of the Chinese Academy of Sciences. It was noted that the Center is emerging as an important platform for scientific research, capacity building and the development of innovative solutions to combat land degradation
Huang Runqiu emphasized, that discussions initiated between the parties two years ago have already yielded tangible results. In particular, construction of 11 waste-to-energy plants by Chinese investors is currently underway in Uzbekistan, reflecting a high level of trust and the effectiveness of bilateral investment cooperation. The Chinese side also highly commended Uzbekistan’s support in facilitating the swift implementation of environmental investment projects.
With a view to further expanding cooperation, the Uzbek side proposed five key areas of engagement: studying China’s experience in climate change research using satellite systems; familiarization with the work of China’s World Meteorological Station Center, including monitoring of dust and sandstorms; exploring the practices of the National Monitoring Center under the Ministry of Ecology and Environment of China; organizing a China–Uzbekistan International Forum on Ecology and establishing a joint air quality laboratory.
The Chinese side expressed support for the proposed initiatives and confirmed its readiness to move toward their practical implementation. In particular, the parties discussed the establishment of a joint laboratory for analytical monitoring of air and water quality, the expansion of scientific research and the strengthening of national monitoring systems, including with the support of the World Meteorological Organization.
The parties also gave particular attention to prospects for cooperation in the field of desert economy development. Opportunities were considered to use a specialized research institute in Tashkent as a regional platform for advancing this area, as well as to expand cooperation between Green University and leading Chinese educational and research institutions.
As a result of the meeting, an agreement was reached to draw on China’s advanced experience in strengthening early warning systems for dust and sandstorms, with subsequent adaptation of these mechanisms in Uzbekistan. In addition, the Chinese side expressed its readiness to send scientists, researchers and experts to Uzbekistan to support capacity building, as well as to host Uzbek delegations for the exchange of knowledge, experience and best environmental practices.
