Greenhouse farms to be relocated to Surkhandarya Region will be supported

This decision is aimed at adapting greenhouse farms currently located in Tashkent city and Tashkent Region to climate change conditions, relocating them to areas in Surkhandarya Region with favorable climatic conditions, providing financial support for their operations and establishing modern greenhouse infrastructure. These measures will contribute to ensuring food security and the efficient allocation of energy resources.
According to the resolution, in order to improve air quality in Tashkent city and Tashkent Region, greenhouse farms that negatively affect the environment and public health will be relocated to the newly established “Surxon-Agro” agro-industrial zone in Surkhandarya Region. A dedicated directorate will be created within this zone to develop production and logistics systems and to oversee its operations.
The resolution also includes measures to encourage voluntary relocation of greenhouse farms and to ensure effective use of the freed-up land. In particular, tenants will be allowed, depending on the specialization of the territory, to continue activities in intensive horticulture, viticulture, and nursery production, or to create green zones.

For land plots owned by the state and leased to business entities, the construction of buildings or other permanent structures will be prohibited once greenhouse operations cease.
Additionally, support will be provided to greenhouse farms relocated from Tashkent city, as well as from Yukorichirchik, Kibray, Yangiyul, Zangiata, and Tashkent districts of Tashkent Region, to Surkhandarya Region. For entrepreneurs continuing operations in the “Surxon-Agro” zone, loan repayment terms in both national and foreign currencies will be extended up to five years, including a grace period of up to three years. Furthermore, until April 1, 2028, one-time compensation will be provided for expenses related to the dismantling, transportation, and reinstallation of greenhouse structures and equipment, calculated per 100 square meters of land, but not exceeding 500,000 sums.
It should be noted that, to improve air quality, the establishment and state registration of new greenhouse farms using coal or fuel oil will not be permitted in Tashkent city or in the Yukorichirchik, Kibray, Yangiyul, Zangiata, and Tashkent districts from June 1, 2026. From August 1, 2026, in order to review the economic efficiency of existing greenhouses and ensure compliance with urban planning and environmental requirements, the supply of natural gas to greenhouse farms will be completely discontinued. Charges for the use of water resources by greenhouse farms will be calculated at a rate five times higher than the maximum tariffs established for industrial enterprises.

From August 1, 2026, compensation payments for environmental pollution and waste disposal resulting from the burning of coal, tires, bitumen, fuel oil, plastic film, synthetic cardboard, rubber, wool fiber, and similar materials in greenhouses will be increased twentyfold. Environmental impact assessments previously issued to business entities will be reviewed. Additionally, restrictions will be introduced on the use of certain benefits, and failure to comply with environmental requirements will result in either the refusal to issue a positive state environmental assessment or the temporary suspension of a previously issued assessment in accordance with established procedures.
According to the resolution, educational and research institutions will be exceptionally permitted to use existing greenhouses for scientific purposes (testing new plant varieties, seed and seedling propagation, adapting foreign varieties and hybrids to local climate conditions), provided that all environmental requirements are strictly observed.
