Special Status to Be Awarded to Individuals Contributing to Greening Efforts

According to the Decree, by 2028 it is planned to establish additional botanical and dendrological gardens with a total area of at least 100 hectares across the Republic of Karakalpakstan, all regions, and the city of Tashkent. By 2030, the level of greening in Uzbekistan will increase from 14.2% to 30% in line with international standards; the area of green spaces per capita will expand to 9–10 m²; concentrations of harmful particulate matter (PM2.5 and PM10) will be reduced by 20–25%; and in regions with harsh climatic conditions, average air temperatures will decrease by 1.5–2°C.
Dendrological gardens will be granted a status equivalent to botanical gardens. Land plots allocated for their establishment will, as an exception, be exempt from compensation payments for agricultural production losses. Like botanical gardens, dendrological gardens will be designated as protected natural areas.
Furthermore, botanical and dendrological gardens will fall under the jurisdiction of the Committee on Ecology and will have national significance. They will also serve as educational, scientific, and experimental sites for the Green University and “green” technical colleges.
Attention:
The privatization or transfer of land plots allocated to botanical and dendrological gardens, as well as any reduction of their территории, is strictly prohibited. The design, establishment and operation of such gardens must fully comply with international environmental standards, generally accepted environmental protection norms, and national legislation.
Under the Decree, botanical and dendrological gardens may also be established through contributions from athletes, cultural figures, entrepreneurs and other инициативные лица. The names of contributors will be commemorated, and individuals providing financial or practical support will be awarded the status of “Patron”.
Starting from January 1, 2027, a “Green Ambassador” will be appointed in each region to ensure the effective functioning and sustainable development of the gardens. Their responsibilities will include regular monitoring of green areas, informing relevant authorities about identified issues, participation in greening and environmental activities, promotion of environmental culture, and facilitation of grants, sponsorship, and social partnership projects.
Fact:
By November 1, 2028, the total area of botanical and dendrological gardens will reach at least 100 hectares.
In addition, the state unitary enterprise “Yashil Hudud” under the Forestry Agency will be transformed into the State Institution “Scientific and Experimental Forestry Center for the Management of Green Gardens.” A dedicated service for combating tree diseases and pests will be established within the Center. Land plots assigned to the Center’s gardens and nurseries will not be subject to taxation as forest plantations.
The Decree also introduces a “Green Ticket” system. This system will allow for the calculation of the carbon footprint of air, rail, metro, and taxi travel routes, and will enable compensation for environmental impact through the purchase of a “green ticket.” In addition, the carbon footprint of goods produced, stored, and sold in both domestic and international markets will be calculated at the stages of production, storage, and logistics, allowing consumers to voluntarily offset their environmental impact. Funds collected from such компенсации will be used exclusively for tree planting and maintenance.
The Decree also provides incentives for individuals contributing to the implementation of the “Yashil Makon” project. In particular:
— citizens who plant at least 100 trees or donate at least 10 million sums to the “Yashil Xayriya Jamg‘armasi” platform will be granted the status of “Eco-Active Citizen”;
— entrepreneurs who organize the planting of at least 1,000 trees or donate at least 100 million sums will be granted the status of “Eco-Partner” with the right to use it for promotional purposes;
— individuals who ensure the planting of at least 50,000 trees or donate at least 5 billion sums will be awarded the title of “Patron”;
— individuals who establish at least five “green gardens” and public parks will be awarded the state prize “Kelajak Bunyodkori.”
This Decree is aimed at expanding green areas across the country, establishing botanical and dendrological gardens in all regions, introducing an effective management system for green spaces, combating pests and promoting the scientifically grounded cultivation of seedlings adapted to local climatic conditions.
