Public Hearing on Multifunctional Complex Development Held in Tashkent

For reference: the project предусматривает construction of a five-star hotel under the international The Ritz-Carlton brand, along with the Baku Towers residential complex under the Pasha Real Estate brand. Completion of the hotel is scheduled for late 2028, while the residential complex is expected to be completed by late 2029.
At the current stage of implementation, around 1,150 workers have been engaged, the majority of whom are local specialists. Over the next six months, approximately 2,000–2,200 jobs are planned to be created. Following completion of construction, at least 500 permanent jobs will be established.
During the public hearing, particular attention was paid to compliance with environmental standards within the project, especially to the preservation of trees in the construction area. Doniyor Tulaev, Chief Agronomist at O‘rmon Invest, noted that 10 trees from the project site had been transplanted by the company’s specialists to the Tuyabuguz Reservoir area, where they are currently receiving the necessary care.
“Before construction begins, we visit the site and assess the trees that fall within the construction zone. We then invite specialists from the Botanical Garden and research institutes, and show them the area. After receiving their scientific expert opinion, the trees are excavated and transplanted to the selected site, where protective forest belts are established. The area near the Tuyabuguz Reservoir was chosen because its climatic and soil conditions are comparable to the trees’ original habitat. In addition, transplanted trees require a large amount of water, so a location closer to the water body was selected for irrigation,” D. Tulaev said.
It was also noted that the project places a strong emphasis on increasing greenery: about 500 trees are planned to be planted across the complex and a 1.3-hectare green zone will be landscaped.
In addition, it was emphasized that implementation of the project will contribute to the further development of urban infrastructure, the creation of a modern and comfortable urban environment with convenient services for residents, the strengthening of Tashkent’s position as a regional hub in Central Asia, the enhancement of the city’s investment attractiveness and the reaffirmation of Uzbekistan’s status as a reliable destination for international investment.
The development of The Ritz-Carlton hotel and the Baku Towers residential complex is viewed as a strategic initiative aimed at sustainable economic development, modernization of urban infrastructure, the creation of new jobs and improvements in quality of life.
