Uzbekistan Plans to Adopt Saudi Arabia’s Advanced Climate Practices

The Saudi National Meteorological Center showcases an effective model for integrating science, digital technologies and public administration. Its work makes extensive use of satellite data, aerosol observations, ground-based monitoring stations and artificial intelligence-based solutions. The Centre has introduced high-precision regional climate models, builds historical climate databases and develops long-term forecasts. On this basis, it assesses the risks of drought, land degradation and desertification, and systematically provides analytical materials to decision-makers in the fields of agriculture, water resources and environmental security.
Particular attention of the delegation was devoted to the national programme of active weather modification. Since 2019, the country has been implementing a large-scale cloud seeding programme, which makes it possible to increase precipitation in the areas of operation by an average of 15–20 per cent. The technological base includes specialised aircraft, Doppler radars, satellite systems and modern laboratories. According to the data presented, the programme secures up to 2–3 billion cubic metres of additional water per year, contributing to sustainable water resources management and supporting the agricultural sector.
During the talks, the parties discussed areas of cooperation in climate modelling, monitoring of sand and dust storms, early warning systems, human capacity development and joint scientific research.
The experience gained is of practical relevance for the development in Uzbekistan of a national climate data platform, the introduction of high-resolution regional modelling for Central Asia, and the advancement of sectoral climate services for the agricultural sector, water management and the energy industry.
Separate attention was given to academic cooperation with Green University, including the organisation of internships, joint publications and the development of educational programmes.
Following the visit, the parties are considering the possibility of organising a technical mission of Saudi specialists to Uzbekistan and launching a pilot project on regional climate modelling.
