The draft covers reform programmes in the priority areas outlined in the President’s Address, along with the State Programme for the implementation of the “Uzbekistan – 2030” Strategy for 2026.
The document defines target indicators for key reforms, practical measures, relevant regulatory and legal acts, as well as mechanisms for monitoring their implementation. It also identifies priority reform directions focused on ensuring environmental balance and the rational use of water resources.
In particular, the draft sets out important objectives such as preventing emissions of harmful substances into the atmosphere, establishing “green” technical colleges in every region starting from the 2026/2027 academic year based on a dual education system, introducing practices for the disposal of end-of-life vehicles and the recycling of their components, ensuring savings of 2.6 billion cubic meters of water through the introduction of water-saving technologies and other significant measures.
The draft has been made available for public consultation on the platforms uzbekistan2030.uz and regulation.gov.uz from 23 January to 1 February 2026 and will be finalized taking into account proposals submitted by citizens and experts.
We encourage everyone to take an active part in the public consultation and submit their proposals via the platform uzbekistan2030.uz!
